Potter Township Planning
Commission
October 26, 2010
Members Present: Dick Decker, Ron Grove, Paul Sampsell, Pam Winter, Mike Troyan, Karl Eysenbach, Lynda Powell
Call to Order: Chairman Ron Grove called to meeting to order at 7:00 p.m.
Approval of Minutes: The minutes of October 5, 2010 were approved on motion by Paul Sampsell and second by Pam Winter. Motion carried.
Citizens Concerns: None.
Zoning Officer’s Report: Nothing new to report.
Supervisors Report: Dick Decker noted the supervisors are meeting to work on the budget Thursday morning.
Correspondence:
Old Business: Karl Eysenbach reviewed the well and borehead document and in his review, thought it was a better document than the first one submitted. Charles Herr noted the septic system must be a determined footage away from the well. However, many wells are found in the replacement field. Charles Herr indicated the secondary system needs to be considered as a reserved area. After discussion, a committee consisting of Karl Eysenbach, Paul Sampsell and Pam Winter will incorporate the thoughts discussed tonight and report back to Planning Commission next year.
New Business: Bob Poole presented a new plan for Mountainview Estates. Mr. Poole presented a new plan from the previous plan of July 27, 2010. This plan has 367 units, an increase from 214. He would like a zoning ordinance change that would permit 60’ wide lots, 5’ setback, and the main entrance would be of boulevard design. He indicated the sidewalk would only be on one side of the street and the emergency access would be stone. The new housing plan incorporates townhomes, single homes, apartments and possible senior living. He noted the common areas would be maintained by the homeowners association. Following discussion with Mr. Poole, it was noted this was a major improvement from the previous design. The Planning Commission will provide him with comments in January 2011. Dick Decker moved to reopen Mountainview Estates for discussion and second by Paul Sampsell. Motion carried with one dissenting vote. After lengthy discussion of the pros and cons of the plan, it was decided for each member to review the plan to be able to make comments.
The preliminary land development plan Old Fort Road Development for Sheetz was available for review. The zoning officer noted the trees to be planted are possibly in the clear sight triangle and an approval letter from PennDot will resolve the issue. It was also noted sidewalks are not included on the plan. A final review of the plan will take place at the next meeting and comment will be submitted by November 16, 2010 to the county.
Copies of outdoor wood-fire boilers were distributed for future discussion topics.
The meeting was adjourned at 9:15 p.m. on motion by Mike Troyan and second by Dick Decker.
