  Potter Township Planning Commission

 

June 22, 2010

 

 

Members Present:  Dick Decker, Ron Grove, Karl Eysenbach, Paul Sampsell, Pam Winter, Mike Troyan

 

Member Absent:  Lynda Powell

 

Call to Order:  Chairman Ron Grove called to meeting to order at 7:00 p.m.

 

Approval of Minutes:  The minutes of June 1 and June 22, 2010 were approved on motion by Dick Decker and second by Paul Sampsell.  Motion carried.

 

Citizens Concerns:  A resident of Country Club Park asked if an update on the sewer plant could be included with the next billing to the residents.  Dick Decker will take this suggestion to the supervisors.

 

Zoning Officer’s Report:  Zoning Officer Jeff McClellan noted individuals were present to report on a conditional use for Sheetz.  Attorney Charles Suhr of Stevens & Lee presented the plans of the Smith/Pletcher lands at the intersection of Rts. 45 & 144 for Sheetz, a bank and a multiple retail center.  Chad Stafford of Penn Terra reviewed the plans and Doug Hill of Traffic Engineering Consulting Firm discussed the traffic study.  Karl Eysenbach moved for the Planning Commission to review the material presented and discuss at the next meeting on July 6.  Second by Dick Decker.  Motion carried.

 

Zoning Officer Jeff McClellan presented the conditional use for Earl Yearick of the #1 Cycle.  The plan is for the Prospectors restaurant and for a sit down eating area.  Paul Sampsell moved the Planning Commission recommend that the supervisors conduct a conditional use hearing.  The conditions should include:  inspections from the Department of Agriculture, Labor & Industry and sewage.  Mike Troyan seconded the motion.  Motion carried.

 

Jeff McClellan discussed the meeting he and Dick Decker attended concerning the codification of the zoning book.  The document would be continual updated and accessible to everyone.  The proposal is $13,000 and $1100 for the maintenance program.  Following discussion, Karl Eysenbach moved to pass the Planning Commission’s recommendation to proceed to the supervisors.  Second by Pam Winter.  Motion carried.

 

Correspondence:

 

  1. Final plan – Subdivision of  Lands of Willis R. Dobson Estate (Lots 5 & 6) and Lot Addition to Lands of David A. Korman & Shawnee L. Korman from Lands of Willis R. Dobson Estate (Replot of Lot 1 of Plat Book 31, Page 16 into Lot 1R); Plan Dated:  May 5, 2010; Spring and Potter Townships.  CCPCDO File No:  70-10 proposal received by CCPCDO on May 18, 2010.

Dick Decker noted building will not occur at this time on Potter Township side.

 

Discussion followed on the meeting about Mountainview Estates and what they developer, Bob Poole was requesting.  Jeff McClellan noted on the advice of Attorney Rayman a letter had been sent to Mr. Poole noting the plan does not meet zoning for Potter Township and would require ordinance changes.  Paul Sampsell moved the township does not make any zoning changes for Mountainview Estates.  Second by Ron Grove.  Motion carried.

 

Dick Decker noted Lynda Powell is working on the Grange Fair display.

 

The meeting was adjourned at 8:55 p.m. on motion by Paul Sampsell and second by Pam Winter.
