Potter Township Planning Commission
October 6, 2009
Members Present: Dick Decker, Pam Winter, Ron Grove, Kevin Daniels, Karl Eysenbach, Paul Sampsell
Member Absent: Lynda Powell
Call to Order: Chairman Dick Decker called to meeting to order at 7:00 p.m.
Approval of Minutes: The minutes of September 29, 2009 meeting were approved as presented on motion by Karl Eysenbach and second by Ron Grove. Motion carried.
Citizens Concerns: Norm Lathbury of the Centre Co. Planning Office noted the sewage management ordinance page 17 indicated a perk test would be needed for a property even though the property is in the ag land preservation easement and the property is designated for no building but did confirm that the parcel could be built upon. The Planning Office is sending a letter to the supervisors to consider removing the perk testing for these properties.
Zoning Officer’s Report: The zoning officer presented a report to the supervisors last evening with three permits being issued. Another temporary permit was issued to Sam Lush for use change from furniture store to public assembly.
Supervisors Report: Chairman Decker noted the supervisors opened the County Club Park bids and they should be awarded in December for the upgrade of the sewer plant, and the pump station from the Meadows to Country Club Park. There is a grant to assist with the expenses however, a loan will also be needed. A representative from Penn Dot was present and discussed the signs along Rts. 45 and 144.

Copies of the sign ordinance were provided by the zoning officer for distribution and to be discussed at the next meeting.
New Business:
Dean Fischel from Kerry Uhler’s officer presented the Howard Dashem Component 1 Sewage Planning Module. The module is for an approximately 100 acre subdivision of agricultural land. A lot addition from Dashem Lands to lands of Don & Theresa Grove will occur at the same time. A motion was made by Paul Sampsell and second by Kevin Daniels for the chairman to sign the module. Motion carried.
The meeting was adjourned at 7:25 p.m. on motion by Ron Grove and second by Kevin Daniels.
