Potter Township Planning Commission
June 23, 2009

Call to Order: Chairman Dick Decker called to meeting to order at 7:02 p.m.
Approval of Minutes: Karl Eysenbach made a motion to approve the minutes with one correction on the name of Kurt to Karl Eysenbach. Pam Winter second the motion. Motion carried.
Citizens Concerns: None
Zoning Officers’ Report: No report.
Supervisors Report: Chair Decker noted the On Lot Sewage Management Plan public hearing on June 4, 2009 and the voting will take place at the July 6, 2009 Supervisor’s Meeting.
Correspondence:
1. Centre County Planning & Community Development Office, RE: Minor Land development for placement of a commercial meat market within property owned by Old Fort Country Meats (Tax Parcel 20-5-126). CCPCDO File No: 94-09.
2. Centre County Planning & Community Development Office, RE: Signed Final Plan – Rimmey Subdivision – 2 Lot Subdivision of Lands of R. Douglas & Belinda G. Rimmey. CCPCDO File No: 265-07.
3. Centre County Planning & Community Development Office, RE: Minor Subdivision – Final Plan – Subdivision of lands of Dennis W. & Cynthia L. Foust and lot additions to other lands of Dennis W. & Cynthia L. Foust and to lands of Thomas B. & Edith L. Swank (Re plot of Lot 1R of Plot Book 49, Pat 74 into Lot 1RR), CCPCDO File No: 70-09.
Old Business:
Lynda Powell presented her ideas for the Grange Fair display and several themes were mentioned. Chairman Decker noted all planning must be completed by the end of July. The suggested theme was “Potter Township – Home, History & Farm”.
New Business:
Eric Casanave, P.E., Penn Terra presented Component 1 Sewage Planning Module for the Foust Subdivision for planning commission approval and signature. The SEO and zoning officer had previously signed the module. They approved and signed it on a motion by Pam Winter and second by Karl Eysenbach. The property has been surveyed and a few minor lot lines changes were made. Chairman Decker noted the commission will wait for comments from the county on the plan prior to making any Planning Commission comments on the plan. It was noted that the driveway to the one new lot should be as remote as possible from the nearby roadway intersection.
The zoning officer presented his draft of changes on Ordinance 2 of 2006. Also presented comments from the SEO that would not support paragraph 8 agricultural exemptions for numerous reasons.
Discussion continued on a sample small wind ordinance. The zoning officer expressed his opinion that it could be applied in all zoning districts except residential. At this point in time no Draft Ordinance has been prepared for Potter Township.
A motion by Pam Winter and second by Lynda Powell to adjourn the meeting at 7:50 p.m.
