Potter Township Planning Commission
February 3, 2009
Members Present: Dick Decker, Pam Winter, Ron Sweitzer, Ron Grove, Karl Eysenbach, Lynda Powell

Call to Order: The meeting was called to order at 7:00 p.m. by Chairman Dick Decker.
Approval of Minutes: A motion was made by Pam Winter and second by Ron Grove to approve the minutes of January 27, 2009 as presented. Motion carried.
Citizens Concerns: None
Zoning Officer’s Report: Present the report along with work session notes, and Ag Ordinance No. 2. Lengthy discussion followed on accessory structures in the ordinance. Thoughts were to eliminate the non-agricultural structure limits and to make it all one. Change accessory structures to 50 feet and to make it all one section. Chairman Decker asked about zoning books. The zoning officer will get a couple of working copies for the commission.
Supervisor’s Report: Ron Sweitzer reported for the supervisors. The fire company has not submitted the requested budget reports and five-year plan. They also discussed a new hall and location. Members present thought it should be in the mid-section of the township. Grants are being signed and approved for Country Club Park. It was noted Rupert’s who check the water quality at the sewage plant for Country Club Park have lapsed in their reporting. It was suggested they start maintaining a logbook.

Old Business: The zoning concerns listed will be discussed at work sessions.
New Business: The Coopey PCI request was discussed. Jeff McClellan noted his call to the solicitor. The solicitor noted the Coopey residence currently conforms to zoning and if the Planning Commission grants their request, the property would not conform. Chairman Decker asked his comments be submitted in writing which Jeff McClellan will obtain. A motion by Lynda Powell and second by Ron Grove to reject the Coopey zoning change to PCI. Motion carried.
The Agnes Homan subdivision plan was discussed by the zoning officer. The four lots in question are zoned commercial. They are unable to receive a highway occupancy permit from DOT and it was suggested they obtain access through Oakwood Acres. Their request will need to be submitted in writing to the supervisors. The Planning Commission’s views were not in favor of access through a residential area.
The meeting was adjourned at 8:10 p.m. on motion by Karl Eysenbach and second by Ron Sweitzer.
