Work Session

 

June 24, 2008

 

 

Members Present:  Pam Winter, Dick Decker, Ron Grove, Karl Eysenbach, Mark Fortney

 

Members Absent:  Ron Sweitzer, Monty Strouse

 

Call to Order:  The meeting was called to order at 7:01 p.m. by Chairman Dick Decker.

 

Approval of Minutes:  A motion by Karl Eysenbach and second by Ron Grove to approve the minutes as submitted.  Motion carried.

 

Zoning Officer’s Report:  Only one report per month which was received at the previous meeting.

Old Business:  A revised draft of the On-Lot Sewage Ordinance was distributed.  Karl Eysenbach incorporated changes resulting from Chuck Herr’s and Robert Rayman’s responses to the commissions questions discussed at the May 20, 2008 meeting.

 

Pam Winter requested a map with tax parcel and owner from the Centre County Planning Office for us in planning implementation of the Ordinance when approved.  Chairman Decker reported that he discussed the Penn State Septic Map program with Dr. Rick Day.   He will contact him and arrange for a time the Planning Commission can meet with him to see a demonstration of the program. 

All members who were present were given the revised ordinance for them to review in detail until the next meeting of July 1 when a vote will be called.  If approved by the planning commission at that time, it will be forwarded to the supervisors.

 

Discussion followed on the reimbursement issue and the public hearing.  DEP must approve the plan in order for the township to receive reimbursement.  Also, question if DEP should review and approve before a public hearing.  Attorney Rayman will be contacted for his opinion.

 

The table at the fair will be free for the Planning Commission.  Discussion followed on what other information could be available for the public to receive and how to have the DVD set to play continually.

 

The flood maps were reviewed.  It was noted the Planning Commission, Building Code Enforcer, SEO and Zoning Officer need to watch for this on the plans being submitted.  The drawing will be placed in the planning commission’s cabinet in the meeting hall.

 

Duplex issues were discussed along with the definitions of duplex and conversion apartments.  Duplexes and conversion apartments are currently not permitted in Prime Ag and Open and Forested.  After much discussion, it was decided the definitions may need to be changed or clarified and a recommendation made to the supervisors.  A working group consisting of Monty Strouse, Chairman and Mark Fortney will review this issue.  Chairman Decker will invite the zoning officer to a meeting about the duplex housing.
