Potter Township Planning Commission

 

June 3, 2008

 

 

Members Present:  Dick Decker, Pam Winter, Ron Grove, Karl Eysenbach

 

Members Absent:  Ron Sweitzer, Monty Strouse

 

Call to Order:  The meeting was called to order at 7:03 p.m. by Chairman Dick Decker.

 

Approval of Minutes:  A motion by Ron Grove and second by Pam Winter to approve the minutes as submitted.  Motion carried.

 

Zoning Officer’s Report:  A total of 8 permits.

 

Supervisor’s Report: 

 

·        The Supervisors agreed for the Planning Commission to acquire a table at the fair to display information to aid in educating Potter Township Citizens on township issues including the need for on-lot sewage system maintenance using “Down the Drain” DVD which could be viewed throughout the fair.  A DVD player may be purchased for this endeavor and for use during employee training.

·        A temporary road crew employee has now been hired as permanent.

·        Public hearing on the sewer line from Pleasant Gap to the top of Centre Hall Mountain is scheduled for July 14 at 8:00 p.m. 

·        The township received a grant from the state to help with this sewer line and will be forwarded to the Spring/Benner Sewer Authority.

1.       CCPCDO May 23, 2008 letter RE:  Final Corrective Plan 1RR of previously Approved Plan (PG79,PG 160) for Yolonda F. Dillard signed by Centre County Planning Commission CCPCDO File No:  211-06

2.      Review and comment – Sewage Facilities Planning Module for the proposed family owned and operated winery (2000 sq. ft. building) within lands of Scott Richards and Mary Ann Bubb (Centre County Tax Parcel Number 20-9-39) Potter Township CCPCDO File no. 123-08

3.      Minor Land Development Proposal for the placement of a family owned and operated winery facility (2000 sq. ft. building) on lands of Scott Richards and Mary Ann Bubb (Centre County Tax Parcel No. 20-9-39) Potter Township

 

Old Business:  Chairman Decker asked Ron Grove and Karl Eysenbach to review the answers submitted by Chuck Herr, SEO and to revise the Draft On-Lot Sewage Maintenance Program Ordinance to reflect them.  The goal is to agree on the draft at the June 24, 2008 meeting and that it would then be submitted to the supervisors in July.

 

Karl Eysenbach referenced the SepticMap internet based system offered by Penn State Cooperative Extension as a positive possibility since the township would not be responsible for updates to the program.  Chairman Decker will contact Rick Day about a demonstration for the Planning Commission.

 

Sylvester Gallagher questioned if a 50 foot right-of-way was correct for his plan before he proceeded.  He has a right-of-way agreement from the adjacent land owners.  The property is located off of Manor Road. 

 

The meeting was adjourned at 8:20 p.m. on motion by Ron Grove and second by Karl Eysenbach.  Motion carried.
