Call to Order: The
meeting was called to order at 7:10 p.m. by Chairman Dick Decker.

Only a few minor additions and carports were noted.

Correspondence
comments: The Park & Ride facility
changes were reviewed. Concern was
raised on the curb to curb distance for farm equipment to maneuver. The changes were improved from the ones previously
submitted. Zoning officer’s report
indicated the dwelling was removed.
Comment that effort should be made to keep access road to the
Smith-Pletcher minor subdivision on the south side of Rt. 45 in alignment with
the Park & Ride access.
Jersey Shore Livestock –
piece of lot from Schaeffer and Homan’s was incorporated to this one
parcel. Planning Commission reviewed
without comment.
The Zimmerman addition
was also reviewed with no comments.
Old Business:
Component 2 Planning Module for a winery (7 Mountains Wine Cellars) in
Decker Valley for Scott Richard and Mary Ann Bubb was presented by Nittany
Engineering. In reviewing, it was noted
the Component 2 Planning Module should be signed by the SEO and zoning officer
before coming to the Planning Commission.
Items for review and approval need to be put on the agenda and submitted
a week prior to the meetings.
Sewage Ordinance: The committee presented questions to the
board to be answered by the SEO and counsel at the next meeting. Questions were primarily concerning
administration of the ordinance. The SEO
does have a database of what has been reviewed and Charles Rishel might still
have some old records that should be given to the township. These questions will also be forwarded to the
SEO and counsel for them to review before May 20. The Planning Commission needs to resolve the
questions before implementation and define a program that is manageable.
New Business: Duplex
dwellings in Prime Ag. was discussed.
Prime Ag and open forested areas do not permit. Thoughts were the township should be able to
accommodate such that it would not always need to be a conditional use. Conversion apartments are permitted in some
zoning districts. Mark Fortney suggested
a review at the June 3 meeting. Chairman
Decker will speak to the zoning officer.
FEMA maps flood maps
need to be reviewed. This is a
comparison of the old to the new to see if all coincides. Will be completed at second meeting in June.
Transient housing is
currently permitted as a conditional use in the open forested space. It is a conditional use in the PCI and rural
residential areas. The commission is to
advise the supervisors if this should be changed. Discussion will be at the June 3, 2008
meeting.

at 8:35 p.m. on motion by Mark Fortney and second by Karl Eysenbach. Motion carried.
