Members Present: Dick Decker, Ron Grove, Mark Fortney, Pam Winter, Ron Sweitzer, Karl Eysenbach and Monty Strouse.
Call to Order: The meeting was called to order at 7:00 p.m. by Chairman Dick Decker.
Approval of Minutes: A motion by Mark Fortney and second by Pam Winter to approve the minutes as submitted. Motion carried.
Correspondence: The Hooper minor subdivision plan was received from the county asking for comments. It was noted nothing was mentioned in the notes about the park and rec. in lieu of fee. The existing first lot would be exempt of the fee but it would apply for the second lot. Motion by Karl Eysenbach and second by Monty Strouse to send the plan to the supervisors for signature. Motion carried.
Old Business: Received letter from the Yearick’s (Harley Davidson) requesting a conditional use. Motion by Ron Sweitzer and second by Ron Grove for the supervisors to hold a conditional use hearing. Motion carried.
Sewage ordinance review was discussed. Mark Fortney suggested the first area to be defined should be administrative. Administration is done by some areas in the county by a sewage authority or third party agency. The administrative aspects need to be understood. Mark Fortney recommended the subcommittee, consisting of Karl Eysenbach and Ron Grove compile a list of questions to be discussed and reviewed at the May 6 planning commission meeting and then meet with Chuck Herr and Robert Rayman about these concerns on May 20, 2008. Karl Eysenbach will distribute the questions to the members to review prior to the May meeting.
New Business: Discussed May meeting dates. A motion was made by Dick Decker and second by Ron Sweitzer to schedule the meeting for May 6 and work session with Chuck Herr and Robert Rayman for May 20. Motion carried.
Monty Strouse discussed the issues of a home addition to permit an in-law or other family member. A kitchen and bath would be part of the addition and this would be considered a duplex which the township zoning does not allow and the SEO would need to look at the sewage. This will be reviewed for the prime ag zoning at the May meeting.
Citizens Comments: Lynda Powell presented background and project goals on the Smith Pletcher subdivision (Sheetz) noting the township does not have any ordinances for architectural designs and landscaping. She would like a volunteer design group consisting of supervisors and planning commission individuals to compile a set of voluntary guidelines and refer to the supervisors. She is not proposing ordinances or regulations. Chairman Decker will discuss with the solicitor on the voluntary members Lynda Powell is requesting from the planning commission and supervisors. She also indicated her desire to be included on the April 7 supervisors agenda.
The meeting was adjourned at 8:45 p.m. on motion by Mark Fortney and second by Ron Sweitzer. Motion carried.
