Members Present: Dick Decker, Ron Grove, Mark Fortney, Pam Winter, Ron Sweitzer and Karl Eysenbach. Absent – Monty Strouse.
Call to Order: The meeting was called to order at 7:03 p.m. by Chairman Dick Decker.
Approval of Minutes: Motion was made by Ron Grove and second by Pam Winter to approve the minutes of the last meeting. Motion carried.
Zoning Officer’s Report: Chairman Decker noted this report is given to the commission once a month.
Supervisors Report: The hearing on the addition of transient housing as a conditional use in the PCI District was approved. Comments that occurred during the hearing process questioned the allowance of hotels, motels and transient housing in other zoning districts, in particular Open and Forested. The supervisors will be asked if they want the Planning Commission to review the issue more at this time.
Correspondence: Time extension request for subdivision to Mountainview Estates CCPCDO File No. 158-06.
Old Business: PCI conditional uses was changed by the supervisors to include transient housing.
New Business: Hooper minor subdivision sewage planning module was presented by Penn Terra Engineering for a two lot subdivision. The module was signed by the SEO and zoning officer. Motion to sign the module by Ron Sweitzer and second by Pam Winter. Motion carried.
Sewage Ordinance subcommittee report was presented by Karl Eysenbach. He noted changes and discussion followed. The board is review and discussion will continue at the work session on May 27th with Chuck Herr, SEO in attendance. It was also noted Robert Rayman, Township Solicitor should review the ordinance after all changes are completed. Major concerns from the Planning Commission members were:
1. Tank pumping frequency – every 3 years
2. Fees and cost allocation (Township and the home owner)
3. Informational packet to the home owner once the ordinance passes
4. Markers for the inspection area of the system
5. Coordination of pumping and inspection of schedules
6. Remedial actions required?
Citizens Comments: Question from Sandra Rishel about septic pumping. Linda Powell and her citizens group will be at the next meeting to share more on their concerns. She questioned if Sheetz representatives should come to the meeting next month and it was agreed to wait until the Planning Commissions members were more familiar with the concerns.
The meeting was adjourned at 8:50 p.m. on motion by Pam Winter and second by Ron Sweitzer. Motion carried.
