Potter Township Planning Commission

October 2, 2007 Meeting

 

Members Present: Monty Strouse, Dick Decker, Mark Fortney, Jake Tanis and Lucy Curran.

Members Absent:  Ron Sweitzer.

Call to Order:  Meeting called to order at 7:02 PM by Chairman, Dick Decker.

Approval of Minutes:  A motion was made by Mark Fortney and seconded by Monty Strouse to approve the minutes from the September 25, 2007, meeting.  All members present voted in favor to approve the minutes.

Zoning Officer’s Report:  None.

Supervisor’s Report:  The Supervisors signed a memorandum of letter standing for the proposed Sinking Creek Subdivision to put up bond related to the turning lane requirements.  Supervisor Rich Poorman resigned (effective 9/25/07).

Correspondence: 

1.       Centre County Planning Office 09/24/07.  Re: CCPCDO File No. 144-05 the Final Plan for the Sinking Creek Subdivision.  Second 90-day time extension was granted

2.       Centre County Planning Office 09/24/07.  Re:  Final Plan of the Mountainview Estates Subdivision, Phase 1.  Fourth 90-day time extension was granted.

3.       Chuck Herr to Pamela K. Mussey 09/27/07. Re:  Final Subdivision Plan of Lot 2R from Charles F. Herr Jr.  The Plan meets the land development requirements.

Old Business: 

·          The Commission will recommend rezoning two areas from Prime Ag to Conservation due to lack a significant occurrence of Class 1 and 2 Prime Agricultural Soils.  These areas are located south of Rt. 322 and within Upper and Lower Georges.  There is portion of land adjacent to the Planned Commercial and Industrial District along Rt. 322 that is still under consideration as to whether rezoning from Prime Ag to Conservation will be recommended.  Although this area lacks Class 1 and 2 Prime Agricultural Soils, there is a concern that rezoning to Conservation could result in unwanted commercial development.  Mark Fortney made a motion to send out a letter to the landowners in this area to get their input on the rezoning issue.  Mark’s motion was seconded by Jake Tanis and unanimously approved by all members of the Commission.

·           A motion was made by Monty Strouse to recommend changing the name of the Prime Agricultural District to Agricultural District.  This motion was seconded by Lucy Curran and unanimously approved by all members of the Commission.

·          The Committee will finalize comments on the Draft Ordinance Governing Municipal Management of Individual and Community On-Lot Sewage Disposal Systems in Potter Township, Centre County, PA, at the next meeting.

New Business: 

·          Stan Wallace from Nittany Engineering presented the Planning Module for the Pamela K. Mussey Subdivision.  Three 2-acre lots and two 5+ acre lots are proposed for this 18-acre plot.  Because suitable on-site sewage could not be located on Lot 7, there will be an easement for off-site a sewage disposal site on Lot 8.  Stan requested conditional approval Sewage Facility Planning Module, pending the Zoning Officers approval.  Mark Fortney made a motion to grant conditional approval.  This motion was seconded by Monty Strouse and unanimously approved by all members of the Commission.

·          Harley Davidson Cycle One contacted Nittany Engineering to put in small cabins for rentals.  This use doesn’t meet current Planned Commercial and Industrial.  Will review the code to request conditional use permit.

·          Pam Winter is interested in filling the open Planning Commission position.  Pam works for Chuck Herr.  Dick Decker will invite Pam to the next meeting to discuss her interest.

·          Cecil Irvin, as Chairman of the Centre County Ag Preservation Board, has suggested lowering the maximum amount paid for Ag Preservation from $5,000 per acre to $3,500 per acre.  Jake Tanis will contact Cecil to verify the facts of the proposal.  The Planning Commission will consider writing a letter to support preserving the $5,000 per acre basis at the next meeting.

The meeting was adjourned at 8:13 PM by a motion made by Mark Fortney that was seconded by Jake Tanis.   All members approved the adjournment.
