Potter Township Planning Commission

July 10, 2007 Meeting

 

Members Present: Rod Humphrey, Monty Strouse, Dick Decker, Ron Sweitzer, Lucy Curran, and Jake Tanis.

 

Members Absent:  Mark Fortney.

 

Call to Order:  Meeting called to order at 7:06 PM by Chairman, Rod Humphrey.

 

Approval of Minutes:  A motion was made by Monty Strouse and seconded by Lucy Curran to approve the minutes from the June 26, 2007, meeting.  All members present voted in favor to approve the minutes.

 

Zoning Officer’s Report:  None.

 

Supervisor’s Report:  None.

 

Correspondence: 

·         Governor’s Center for Local Government Services.  Four series training program on real estate development.  Rod suggested that it would be beneficial for one member to attend the remaining three sessions that will be held in October 2007, January 2008, and May 2008.

 

Old Business:

·         The Township requested that the Commission review the Model Ordinance for Wind Energy Facilities in Pennsylvania (dated 3/21/06).  The Commission made the following recommendations.  Item 5:  A Wind Energy Facility shall be considered a conditional use in the following zones all.  Item 6B:  The permit application fee will be determined based on the size of the facility and number of turbines.  A motion made by Rod Humphrey, seconded by Ron Sweitzer and unanimously approved by the Commission approved these recommendations.  The Commission will further investigate how to appropriately differentiate the requirements of this ordinance from residential wind turbines.

·         Potential rezoning selected Prime Agricultural Districts to Conservation Districts.  Rod Humphrey will present the potential rezoning outline by the Commission to determine whether they concur with the Commissions methodology.  The proposed are within Prime Ag Zones south of Rt. 322, between Upper and Lower Georges Valley, and between Upper Brush Valley Road and Strawberry Hill Road.

 

New Business: 

·         Bill Spedding and John Sept from PennTerra Engineering presented the final plan for the Mountainview Estates Subdivision.  They said that by next month’s Supervisors and Planning Commission meetings all conditions for approval will be met.  They attended tonight’s meeting to offer the Planning Commission an opportunity to ask questions in advance of the final approval.  Water issues have been met.  Two Penn DOT permits are pending.  Alternative equipment will probably be required for the playground.

 

 

The meeting was adjourned at 8:10 PM by motion made by Jake Tanis and seconded by Lucy Curran.
