Potter Township Planning Commission
May 1, 2007,
Meeting
Members
Present: Rod
Humphrey, Monty Strouse, Dick Decker, Jake Tanis, and Lucy Curran.
Members Absent:
Mark Fortney.
Call to Order:
Meeting called to order at 7:02 PM by Chairman, Rod Humphrey.
Approval of
Minutes: A motion was made by Dick Decker and seconded
by Monty Strouse to approve the minutes from the April 3, 2007, meeting. All members voted in favor to approve the
minutes.
Zoning
Officer’s Report: None.
Supervisor’s
Report: None.
Correspondence:
- April 11, 2007, Centre
County Planning Office Re: First
Time Extension Request for the Final Subdivision Plan for Lot 9 of Hidden
Lakes Estates Subdivision.
- April 19, 2007, Centre
County Planning Office Re: Request
to replot R. Douglas & Belinda G. Rimmey property (Tax Parcel No.
20-6-59) and the Sandra E. Rishel property (Tax Parcel No. 20-6-98).
- April 9, 2007, Centre County
Planning Office Re: Approval of the
Final Subdivision Plan for David D. and Darlene R. Bierly (Tax Parcel No.
20-5-24) into 4 lots.
- April 9, 2007, Centre County
Planning Office Re: Approval of
Carl D. & Doris Z. Smith and Thomas C. Smith Subdivision of Tax Parcel

Old Business:
- Fastshoez Kart Racing. According to the Zoning Ordinance, no
“racing” is allowed in Planned Commercial and Industrial Zoning Districts,
which is the proposed zoning district for the facility. A motion was made by Monty Strouse,
seconded by Dick Decker and unanimously approved by the Commission to draft and send a letter
to recommend that Public Hearing for a Conditional Use Application for the
Fastshoez proposal be held on Monday, May 14, 2007, at 7:30 PM (at the
Supervisor’s regularly scheduled meeting).
- Rod Humphrey checked with
the regulations and the Planning Commission can conduct business whether
the gathering is advertised as a “Meeting” or a “Work Session.”
New Business:
- With Dave Henning’s
resignation from the Planning Commission, the Commission is interviewing
candidates so that a replacement may be recommended to the
Supervisors. Shirley Dunkelberger
attended the meeting to communicate her interest in joining the Planning
Commission. Shirley’s husband was
on the board for 10 years. She’s
been in the township since 1963.
Shirley has been active in Scouts, 4H, the Orchid Society and other
community organizations. She’s computer literate, but doesn’t wish to do
secretarial work. Her college
degree in horticulture with an emphasis in plant breeding.
- Stan Wallace of
Nittany Engineering is going to provide the Commission with an electronic
copy of the Potter Township Zoning Ordinance. A motion was made by Rod Humphrey,
seconded by Lucy Curran and unanimously approved by the Commission to add
this to the township website.
- Stan Wallace of Nittany Engineering presented a Minor Subdivision
Plan for Glenn W. & Kathleen K. Huey.
They are requesting additional living space above an existing
garage and a sewer easement plan was developed to meet township requirements. Stan said that the Sewer Planning Module
was approved today, but didn’t have the signature page with him. Also, a Temporary Building Permit does
exist. Stan request that Planning
Commission fill out required Component 4A.
A motion was made by Lucy Curran, seconded by Jake Tanis and unanimously
approved by the Commission to sign off on Component 4A.
- Don Paige, a second
potential candidate for the open seat on the Planning Commission, was
scheduled to talk to the Planning Commission at 7:30 PM, but he did not
show up.
The meeting was adjourned
at 7:56 PM by motion made by
Chairman, Rod Humphrey.
