Meeting called to order at 7:00 PM by Chairman Rod
Humphrey.
Approval of Minutes: Minutes for the March 6, 2007 meeting
were not available.

Business:
- Mr. Jeff Hass presented a written statement for Potter Township
Conditional Use Application concerning his plans to provide a “Fastshoez”
Kart Racing facility on 2 acres of the 29.2 acre Shaner Sports Complex property tax
Parcel #20-8-5E. Discussion included the following:
- Submittal of the size and nature of this facility requires
time for the Planning Commission to review and formulate recommendations.
Mr. Hass requested that it be moved to Supervisor consideration due to
his schedule and it was noted that it would have to come back to the
Planning Commission if the Conditional Use is approved.
- Commission members expressed concern about non specific noise
information (no decibel estimates), weekend operating hours (currently planned for
10 PM Friday and Midnight Saturday), for control of customers possibly
under the influence of controlled substances and drivers operating
unsafely. Mr. Hass has plans to do
breath analyzer tests and can stop cars remotely
from the control center if unsafe driving occurs. He reported that noise
levels would be about like a golf cart.
- Motion made by Mark Fortney with a second by Jacob Tannis that
the Conditional Use Application be forwarded to
the Supervisors for their consideration with the two noted concerns: 1)
the proposal lacks noise data and 2) concern that operating hours should
end at 10 pm every day of the week.
This is courtesy to appease Mr. Hass’s schedule with the
understanding that Planning Commission members would more completely
study the Application and send their individual additional comments to
the Supervisors by the April 2,2007 Supervisor Meeting. Motion was
approved.
- Jacob Tannis reported on recent Penns Valley comprehensive
planning meeting he attended.
- Gregg Township Planning Commission made a
Trails and Greenways Presentation (Rails to Trails) concerning a
possible feasibility study estimated to cost $60,000 to $75,000. They were looking for funds from other
townships and organizations.
- Brian Burger resigned from the regional and Haines Township
Planning Commission.
- Rod Humphrey shared an article from the CDT concerning a couple
looking for a site in Potter Township for a sports complex.

motion by Dick Decker with a second by Jacob Tannis.
