Potter Township Planning Commission

January 23, 2007 Meeting

 

Members Present: Rod Humphrey, Monty Strouse, Dick Decker, Lucy Curran, and Mark Fortney.

Members Absent:  Dave Henning and Jake Tanis.

Call to Order:  Meeting called to order at 7:02 PM by Chairman, Rod Humphrey.

Approval of Minutes:  A motion was made by Lucy Curran and seconded by Rod Humphrey approve the minutes from the January 3, 2007, meeting.  All members present voted in favor to approve the minutes.

Zoning Officer’s Report:  None.

Supervisor’s Report:  Supervisor Monty Strouse had nothing new to report.

Correspondence: 

  1. Centre County Planning Office 01/22/07.  Re:  Granted 90-day extension request by Mid-Penn Development Group, LLC, for Final Plan of Subdivision (by leasehold) and Land Development.
  2. Centre County Planning Office 01/19/07.  Re:  Lot consolidation by Sandra E. Rishel (Tax Parcel No. 20-6-98, Parcels Nos. 1, 2, and 3).  Items to be addressed were identified prior to approval of the lot consolidation plan.
  3. Centre County Planning Office 12/29/06.  Re:  Final Plan submission of Sinking Creek Subdivision proposal by Salvatore and Pauline Nicosia.  The Plan was “tabled” due to concerns raised by the Potter Township Engineer that need to be addressed.   Noted that any addition and correction would be reviewed at the January 16, 2007, meeting.
  4. Centre County Planning Office 01/22/07.  Re:  Final Plan submission of Sinking Creek Subdivision proposal by Salvatore and Pauline Nicosia.  The Plan was “tabled” due to concerns raised by the Potter Township Engineer that need to be addressed.   Noted that any addition and correction would be reviewed at the February 20, 2007, meeting.
  5. Centre County Planning Office 01/10/07.  Re:  Conditional approval of re-subdivision of Lot 9 of Hidden Lake Estates Subdivision (for Kathryn O) into Lots 9A, 9B, 9C, and 9D.  CCPCDO File No. 277-06.
  6. Centre County Planning Office 12/29/06.  Re:  Granted 90-day extension of Final Plan of the Designer Studio Land Development requested by George Woskob, AGL Limited Partnership.
  7. Centre County Planning Office 12/29/06.  Re:  Granted 90-day extension of Final Plan of the Mountainview Estates Subdivision, Phase 1, requested by Carl Bankert and Keith Sunderman or S & A Homes, Inc.
  8. Memorandum from Charles F. Herr Jr., Sewage Enforcement Officer to Adam Brumbaugh, College Twp., Mark Kunkle, Ferguson Twp., Sue Wenrick, Haines Twp., Karen Brown, Halfmoon Twp., Amy Farkas, Harris Twp., Brenda Burd, Potter Twp., Amy Story, Borough of State College, and Sharon Heckman Millheim Borough 01/08/07.  Re:  DEP Guidance on Dog Kennels.  Kennel waste shall be treated as industrial waste and requires a DEP approval of and Abbreviated Preparedness, Prevention and Contingency (PPC) Plan.

Old Business:  None.

New Business:  Dick Decker provided clarification to correspondence No. 8 (regarding guidance on dog kennels).

  1. DEP does not allow dog waste disposal into domestic sewer or septic

systems, per C. Herr letter.
2.   Kennels must have an abbreviated PPC plan per DEP except where they

are part of a farming enterprise.  In which case, they come under Dept of Ag Under the Dept. of Ag, if total animal mass per acre on the farm is < 2000 lb. waste can be land applied without any permits etc.  If > 2000 lb./acre, a Nutrient Management Plan completed by Ag Dept is required, per Mike Anzoin with the State Department of

Agriculture.

 

Chairman Rod Humphrey adjourned the meeting to a work session at 7:40 PM.
