April
4, 2006 Meeting
Members
Present: Rod
Humphrey, Monty Strouse, Dick Decker, Lucy Curran, Jacob Tannis, and Mark
Fortney
Absent: Dave Henning
Call To Order:
Meeting called to order at 7:02 PM by
Chairman Rod Humphrey
Approval of Minutes:
Minutes from the March 28,2006 meeting were distributed and unanimously approved on a motion by
Mark Fortney and a second by Lucy Curran.
Zoning Officer Report: No Report
Supervisors Report: Monty Strouse reported that the Supervisors had
re-organized and that Tom Sharer is the new Chairman.
He also reported that that the Supervisors wanted the Planning
Commission to make the coordination of Potter Township Zoning District
designations with the Penns Valley Comprehensive Plan designations and the
meshing of the topographical drawings of the two documents a top priority. They also want the Planning Commission to
communicate with Larger Land Owners in Prime Agriculture Areas regarding the
need for any zoning changes (such as the 3 acre requirement). Following the report, it was agreed that the
work sessions scheduled for the 4th Tuesday of April and May
(4/25/06 and 5/23/06) would be devoted totally to the Zoning designations etc.
and no other business would be discussed. Lucy Curran agreed to contact Walker Township to obtain
information possibly a survey on how they communicated with the land owners.
Correspondence was shared
and reviewed by the committee including the following:
- Letter from
Centre County Planning Office to S&A Custom Built Homes, Inc re: the
Centre County Planning Commission granting the 6th 90 day
extension for completing all remaining conditions pending plan approval of
Mountainview Estates Subdivision, at their March 21,2006 meeting.
- Letter from Centre County Planning
Office to State College Baseball Club, Inc. re: the Centre County Planning
Commission granting the 12th 90 day extension for completing
all remaining conditions pending plan approval of the State College
Baseball Club, Inc. Land development, at their March 21,2006 meeting.
- Letter from
Centre County Planning Office to AGL Limited Partnership re:
the Centre County Planning Commission granting the 1st 90 day extension
for completing all remaining conditions pending plan approval of Designers
Studio Land Development at their March 21,2006 meeting.
- Letter from
Centre County Planning Office to AGL Limited Partnership re:
the Centre County Planning Commission giving Final Approval for Designers Studio Land Development.
- Letter from
DEP, North Central region to Paul Zerby, Chairman of Potter Township
Supervisors approving the revision of Potter Township’s Official
Sewage Facilities Plan for the Mountainview Estates Subdivision. Code:
04-161; APS# 554071.
- Rod Humphrey
shared a copy of the Centre County Municipal Official available on the web
and a PSARS Bulletin.
Old Business:
- Stanley Wallace, Nittany Engineering presented revised drawings
the Sinking Creek Subdivision showing a
reduction from 74 lots and one open space to 63 lots and one open space.
The new spacing is based on the Casselberry Hydrogeologic Study.
Some lots are limited to three bedrooms. Separation between wells and
septic systems will exceed DEP Spacing guidelines in Title 25. He also reported on a meeting concerning
the Sinking Creek Road and Route
144 Intersection. The Developer has agreed to cover all costs associated
with the needed improvements at the intersection pending land owner
concent.
- Stanley also presented a Component 4A Sewage Planning Module per DEP Code 05-253
for the Sinking Creek Subdivision for approval and completion by the
Planning Commission. It was approved on a motion by Monty Strouse and a
second by Mark Fortney with a comment noted on Item 3 concerning some
disagreement between two Hydrogeologic Studies (One by Casselberrry and
a second by Bucek) presented to the Planning Commission.
New Business: None reported
Citizens Concerns:
General discussion regarding the Traffic Study, Hydrogeologic Studies
and revised Plan Drawings for the Sinking Creek Subdivision.
Meeting adjourned 8:40 PM, Motion by Rod Humphrey with a second by Mark Fortney.
