March
28, 2006 Meeting
Members
Present: Rod

Call To Order:
Meeting called to order at 7:05 PM by Chairman Rod
Humphrey
Approval of Minutes:
Minutes from the March 7,2006 meeting were distributed and approved on a motion by Dave Henning and a second by Monty Strouse. Unanimously approved.
Zoning Officer Report: No Report
Supervisors Report: Monty Strouse reported on the meeting held at the
Centre Hall Borough regarding purchase of the Penn State Property for Parks and
Recreation purposes. Centre Hall Borough, Gregg Township and Potter Township agreed to
purchase the property for $750,000. A $250,000 Department of Conservation
Grant, $100,000 from Centre County Funds, will be used to reduce the amounts
the purchasers will be require to pay.
Payment balance will come from existing reserves plus a possible loan.
Correspondence was shared
and reviewed by the committee including the following:
- Letter from Potter Township reporting
the March 13,2006 approval of a $1250.00
In Lieu of Fee for Parks and Recreation Funding.
- Letter from
Charles F. Herr Jr. SEO, regarding State College Baseball Club Inc. Final
Land Development Plan prohibiting occupancy or use of rest rooms or
refreshment stand until final SEO inspection and approval of the waste
disposal system is granted.
- Penn Terra
Engineering, Mr Raymond W. Regan, Jr, Project Manager Re: David and Darlene R. Bierly Subdivision
-Component 1 Sewage Planning Module.
Planning Commission approved the Component 1 on a motion by Dave
Henning and a second by Mark Fortney. It was signed by Chairman Rod
Humphrey.
- James R.
Casselberry PG, Casselberry and
Associates, State College- Preliminary Hydrogeologic Study-For the
Proposed Sinking Creek Subdivision. (Copy given to Sinking Creek Concerned
Citizens) The report was prepared for Chris Kunes,
Valley Business & Associates.
- Lighty Engineering Traffic Study for regarding the
impact of the Sinking Creek Subdivision on local traffic. Some discussion
occurred concerning the plan and those responsible for improvements
suggested by the report.
- Revised
layout Drawings prepared by Nittany Engineering
showing 63 lots were provided for preliminary Review.
- Component 2
Sewage Planning Module Per DEP Code 05-253 for
the proposed revised Sinking Creek Subdivision was provided for Planning
Commission Information.
Old Business:
- Planning
Commission is continuing working on trying to make the Township Zoning
Drawing and Penns Valley Land Use Drawing for the Township found in the
Comprehensive Plan more closely match.
Copies of the appropriate Potter Township Zoning regulations and
the Penns Valley Comprehensive Plan were distributed for Members to use in
preparation for the Work session on 4/25/06. Some copies of the Potter Township
Comprehensive plan were also distributed.
- Some
discussion occurred regarding the suggestion to consider a Land Use Impact
Fee in place of a Park and Recreation Planning Fee for lots previously
preliminarily approved through the planning process but not yet built
upon.
New Business:
- Jacob Tannis
reported on a Meeting of the Penns Valley Comprehensive Planning group
that he attended.
Citizens Concerns:
General discussion regarding the Traffic Study and
Hydrogeologic Study for the Sinking Creek Subdivision.
