March
7, 2006 Meeting
Members
Present: Rod
Humphrey, Monty Strouse, Dick Decker, Lucy Curran, Jacob Tannis Dave Henning.
Absent: Mark Fortney.
Call To Order:
Meeting called to order at 7:02 PM by Chairman Rod Humphrey
Approval of Minutes:
Minutes from the February 28,2006 meeting
were distributed and approved on a motion
by Lucy Curran and a second by
Dave Henning .
Zoning Officer Report: No Report
Correspondence was shared
and reviewed by the committee including the following:
- Municipal
Response Request CCPC File 27-06 For David and Darlene Bierly. (Following
a brief discussion, A note requiring a Potter Township Drive Permit was
added and on a Motion from Monty Strouse and a second by Dave Henning the Request was approved and signed by
the Chairman and Secretary.) It will be returned to the County.
- Letter from
Franson Engineering and Surveying
Re: Preliminary/Final Land Development Plan for Dollar General
Store. Comments on the land development plan and Stormwater Management Plan.
- Letter from
Anson Burwell, Centre County Planning and Community Development Office to
Nittany Engineering and Associates, LLC re: Requested revisions to the
Conditionally Approved Final Land Disposition/Subdivision Plan for Michael
F. & Yolanda F. Dillard, Potter Township and Centre hall Borough. CCPC
File No. 261-04
Supervisor's Report: Monty Strouse
reported that a Public Meeting is being scheduled regarding the possible
purchase of 160 + acre piece of property from Penn State west of Centre Hall on
the South side of Rte 192 for Parks and Recreation Purposes.
Old Business:
Planning Commission is working on trying to make the Township Zoning
Drawing and Penns Valley Land Use Drawing for the Township found in the
Comprehensive Plan more closely match.
This work is continuing.
New Business:
- Jacob Tannis
reported that he had a conversation with a Mr Rob Davidson with the State
Land Attorney’s Office regarding fees for Park and Recreation. He
understands from that conversation that the Township could modify the
Parks and Recreation Ordinance to collect a Land Use Impact Fee on Lots in
place of a Park and Recreation planning fee. In this way the Township may
be able to collect a fee on undeveloped lots that are already through the
planning process.
- Discussion
regarding the Parks and Recreation planning clarified that fees collected
in this fashion must be used or committed within 3 years. Costs for
continuing maintenance of Park and Recreation Facilities would need to be
budgeted.
Citizens Concerns:
- Mr. Garth G
Moyer discussed his preliminary plans for an ethanol production plant in
the area. He was shown the areas on the Zoning Map that are zoned for
Industrial use and advised to contact the Zoning Officer Mr. Jeff Wingert
and the County Tax Office for additional information.
- Melicent
Sammis ask if any additional information was available on the Sinking
Creek Subdivision Water Studies. It
was reported that nothing else had been received since the previous
meeting.
