POTTER
TOWNSHIP

BOARD OF SUPERVISORS

MEETING OF MARCH 17, 2011

A special public informational meeting on sewage management planning for Potters Mills was held by the Potter Township Board of Supervisors on Thursday, March 17, 2011 at 7:00 P.M. at the Centre Hall Lions Club, 153 E. Church St., Centre Hall, PA.  Supervisors Tom Sharer, Dick Decker, Bob Corman, Denny Foust and Jake Tanis attended.

Other attendees representing the Township were:  Budd Brooks, Brenda Burd, Jeff McClellan & Charles Herr.  The meeting was attended by thirty-eight people.

At 7:00 P.M. Township Chairman Sharer called the meeting to order and gave a brief history of the sewage problems in Potters Mills & the potential of the problems to come and how the Supervisors are trying get ahead of these problems.  He introduced Dick Decker and commended him for volunteering all his time to perform this study

Mr. Decker said that first a 537 Plan Study needs prepared for Potters Mills and he showed the study area.  The Township implemented a Sewage Management Plan (SMP) in 2010 which requires inspections of the entire township over a 6 year period.  As a result of our SMP the residents in the study area will soon receive a letter to have their tanks pumped and have tank inspections.  All septic tank locations will be identified and mapped and water will be drawn from each system to see if there has been any contamination.  An income survey will be done for a potential grant and everyone was asked to participate honestly.

Mr. Decker explained the Township purchased a lot where the Board is considering an effluent sewer system and showed how that system would work.

Mr. Herr defined a 537 plan and explained how the sewage management plan works.

Cynthia Lee of Wells Group presented a program on an Orenco Effluent Systems STEP approach to small community sewers that could very well be used for Potters Mills.

Mr. Decker presented estimated costs for such a system and things that influence costs and a proposed schedule.  Power point slides will be made available at the Township office.  After answering questions, the meeting was adjourned at 9:05 P.M.

Respectfully submitted,

Brenda Burd

Township Secretary
