BOARD OF SUPERVISORS

MEETING OF APRIL 5, 2010

 

The first regular monthly meeting of the Potter Township Board of Supervisors was held on Monday, April 5, 2010 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Ron Sweitzer, Bob Corman, Dick Decker and Jake Tanis present.  Also attending were Zoning Officer Jeff McClellan, Road Superintendent Budd Brooks, and Secretary/Treas. Brenda Burd.  

 

Also in attendance were Dave Hege, John Dunkelberger, Binky Lush, Sandra Rishel, Ann Glaser, Todd Bowersox, Mick Rowles, Mel Sammis & Alan Decker.

                                                                                                                                                                       

At 7:05 P.M. Chairman Sharer opened the meeting with the pledge to the flag.

 

Chairman Sharer reported they held an executive session March 11, 2010 at 6:30 P.M. on property.

Citizen’s Concerns

·         Mick Rowles expressed a safety concern at Polecat Rd. and High St.  Mr. Corman made a motion, seconded by Mr. Decker to have Don Franson do a traffic study with regard to placing a stop sign, carried unanimously.  Budd will coordinate. 

·         John Dunkelberger commented on the sewage management program.

·         Binky Lush gave an update on their progress.  Brenda Burd reported receiving a phone call from Mr. Rayman 4/5 that he spoke with a commercial loan officer of Northwest Saving Bank who assured Mr. Rayman that he is drafting a Letter of Credit for the Lush’s in the proper amount and to tell the Board he feels assured it is in progress.

 

Approval of minutes

·         Minutes of March 8, 2010 were approved on a motion by Mr. Corman with one correction; page 2 2nd bullet, should read Lush’s Stormwater Management Plan was presented for review, seconded by Mr. Tanis, carried unanimously. 

·         Minutes of March 23, 2010 were approved as presented on a motion by Mr. Decker, seconded by Mr. Sharer, carried unanimously.

Open Diesel Fuel Bid 1-bid received from Montour Home Services:

The bid read Northumberland OPIS average day of delivery plus $0.18 per gallon.

·         Mr. Tanis made a motion to accept the bid contingent upon Budd’s review, seconded by Mr. Decker, carried unanimously.

 

Subdivisions

·         Brenda presented Snowdrift Lane for Sylvester Gallagher’s subdivision road name.  Mr. Tanis made the motion to approve, seconded by Mr. Corman, carried unanimously.  

 

Zoning Officer’s Report – Jeff McClellan

·         Distributed March‘s zoning report and gave update of Sewage Management Program.

 

Secretary’s Report – Brenda

·         Presented thank you letter to Valley GMC for the Board to sign.  Signed.

·         Presented thank you letter to Dave Hege for the Board to sign.  Signed.

·         Presented a letter to Millheim Borough requested by them to support their grant application for funding to upgrade the little league fields for the Board to sign.  Signed.  

·         Reported that I established on-line reporting for the PA Dept of Revenue PURTA Report for 2009 (Form RCT 900) & the report was submitted on time.

·         Presented draft newsletters and asked for ideas/comments.

·         Presented the 3/24/10 CCAMS meeting agenda with my notes.

·         Presented a letter from Centre Hall Fire Co. for permission to use Township Roads during their parade, to detour north bound traffic from SR 144 using Manor Rd to Pond Lane to SR 192 to SR 144.  South bound traffic detour will remain as usual, SR 144 to Miles Alley to SR 144.  Mr. Sweitzer made a motion to approve the detour, seconded by Mr. Corman, carried unanimously.

·         Presented a letter from Ray Adams, Trans-Sylvania Epic wanting to use some township roads for a mountain bike run June 4 in the Colyer Lake vicinity.  Mr. Tanis made a motion to approve, seconded by Mr. Corman, on the condition that any signage used during the bike run needs to be removed entirely and we need a certificate of insurance proving release of liability approved by Mr. Rayman; carried unanimously.

·         Presented a letter from Rock Hill School at Linden Hall for their proposed bike ride, run, walk requesting no services or road closures.  Mr. Decker made a motion to approve with the same restrictions as for Trans-Sylvania, seconded by Mr. Tanis, carried unanimously.

·         Brenda should ask Mr. Rayman how much liability is needed for these events and as him to work out a list of requirements when someone asks permission in the future.

·         Presented Municipal Response Request for State College Baseball Club. Tabled until 4/12 meeting.

·         Presented a phone call received from a resident expressing concern over a deep pond at Wheatfield Nursery along SR 322.  Brenda should draft a letter forwarding this concern to PennDOT.

All correspondence received was copied to the Board 4/5/10

 

·         Mel Sammis expressed concerns over the intersection of SR 144 and Sinking Creek Road.  Brenda should draft a letter asking PennDOT to revisit this concern.

·         During road check, the Board noticed potential problems with site distance at the Dollar General Store along SR 144 in Centre Hall.  Brenda should draft a letter to PennDOT asking them to revisit - could they remove more of the stone wall or place a mirror for better visibility.

 

Road Superintendent – Budd Brooks

·         Received a bid for $60 to mow CCP from Robert Horner this summer during construction.  Mr. Corman made a motion to accept, seconded by Mr. Sweitzer, carried unanimously.  Budd will get his insurance certificate.

·         Reported all snow fence is taken down.

·         He would like to pave Sinking Creek from SR 144 to Weaver Rd intersection and Manor Road from Luse Rd to Pond Lane.  Mr. Corman made the motion to proceed with bidding, seconded by Mr. Sweitzer, carried unanimously.

 

Old Business – none

 

New Business

·         Resolution #6, approved at 3/8/210 meeting, was signed.

·         Mr. Sharer asked the Planning Commission to work on the wells & borehole model ordinance.

·         Discussed codification this summer. 

·         Prepare to vote on Tri-Municipal Park Master Plan on 4/12/10.

·         Mr. Corman reminded those attending PSATS to make reservations for the Tues. 4/20 breakfast sponsored by CCATO
