MEETING OF
The regularly scheduled
meeting of the Potter Township Board of Supervisors was held on Monday, March 8,
2010 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA
with Supervisors Tom Sharer, Ron Sweitzer, Bob Corman, Dick Decker and Jake
Tanis, III attending. Also attending were

Bair, Eric Lundy, Mary Ellen Whalen, Sandra Rishel and Sam Lush.

Mr. Bair
presented the Financial Report and Audit for
CCP – by Eric
Lundy, Nittany Engineering
·
Presented Pay Application
#3 from 4-M Construction for $4,500; approved on a motion by Mr. Sweitzer,
seconded by Mr. Corman, carried unanimously.
·
Presented
Application #3 to H2O Grant for $7,828.58; approved on a motion by Mr. Decker,
seconded by Mr. Tanis, carried unanimously.
·
Presented
Application #2 to Jersey Shore Bank for $4,981.45; approved on a motion by Mr.
Tanis, seconded by Mr. Sweitzer, carried
unanimously.

94 Annual Report for 2009; approved on a motion by Mr. Sweitzer, seconded by
Mr. Decker, carried unanimously.
Opening of Diesel Fuel Bids – none received. Advertise Re-bid for

Planning Commission – Dick Decker handed out written report to Board
Sam Lush gave an update &
March 26th was established as a deadline for Lush’s to have their
Bond to Mr. Rayman.
Solicitor’s Report – Bob Rayman

He will do
correspondence on the legal issue discussed in executive session.
·
He has not yet
received the easements from The Meadows.
·
Suggested paying
interest for the $800,000 loan from CCP regular account (was paid from
Construction Fund as instructed by Board)
·
Asked about doing
a follow-up letter to Mr. Lush. Yes.
·
Presented bills
to be paid list for review & approval.
All bills approved by all Board members.
·
Presented Form AP-1
Negative Report of Abandoned/Unclaimed Property for Chairman’s signature. Mr. Sweitzer made a motion for Mr. Sharer to
sign, seconded by Mr. Tanis, carried
unanimously.

Asked approval to
renew EMC Insurance. Mr. Decker made that
motion seconded by Mr. Corman on the condition the cost for the farm be pulled
& billed to Tri-Municipal; carried
unanimously.

Lush’s Stormwater
Management Plan was presented for review.
All correspondence was copied
to the Board.

Mr. Sharer
presented receipts from Dave Hege for copying the Emergency Operating Plan (
·
Mr. Sweitzer made
a motion to approve Resolution #6 to accept the

Mr. Sweitzer made
motion to sign the

Brenda should
draft a thank you letter to Dave Hege.
Road Superintendent’s Report – Budd Brooks
·
Reported shutting
a logger down because of soft roads.
·
He will list the
projects to do this summer
·
Asked when they
want to hold road check – advertise for Sat. April 3rd at

Reported riff
raff will be April 30th and May 1st with Seniors April 29th
·
Reported brush
collection will be April 26th and 27th
·
Reported chain link
fence damage from snow plowing on

Asked about
changing his work cell phone to Verizon.

you letter to Valley GMC for their prompt responses to our recent wrecks.

Mr. Decker discussed
an email from DEP telling him to certify Rupert’s monthly reports to DEP. He thinks they should be reviewed &
signed by the Board.

about the moving sign at the Harley Shop-she was referred to Jeff McClellan.

Ms. Rishel asked
if PennDOT has plans for the safety issues on SR 322. It’s in the design
process.

reported CCATO convention will be 3/31 at

reported a Joint meeting of Supervisors, Planning Commission and Spring Creek
