BOARD OF SUPERVISORS

BUDGET MEETING OF SEPTEMBER 21, 2009

 

A budget meeting of the Potter Township Board of Supervisors was held on Monday, September 21, 2009 at 7:00 P.M. at the Potter Township Municipal Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Jake Tanis, Bob Corman, Dick Decker and Ron Sweitzer attending.  Also attending were Sewage Enforcement Officer Charles Herr, Zoning Officer Jeff McClellan, Road Superintendent Budd Brooks and Secretary Brenda Burd. 

 

Others attending were Mary Briggs and Binky Lush.

 

The Board held an executive session on personnel from 6:00 P.M. - 7:15 P.M.  At 7:15 P.M. Chairman Sharer asked everyone to stand and pledge allegiance to the flag after which he called the meeting to order.

 

Chuck discussed the DEP letter dated Sept. 10 regarding 50% reimbursement of Act 537 plan update implementing the sewage management program & asked the Board if they want him to spend time on collecting information for Brenda to submit.  After discussion, they decided since Chuck has his billing information separate he can provide that to Brenda.  Jeff should pull off his time spent for the program.  Brenda should ask Bob Rayman for his time for the program in relationship to his paid invoices so Brenda can coordinate and provide DEP with cancelled checks appropriate to those invoices.  Chuck told Brenda she should get the original 537 plan from the county since she cannot find it. 

 

Binky Lush asked if there is a way they could have the events in October that they approved a year ago.  Jeff said Lush’s have applied for another temporary 21-day permit.  Binky asked if there was any way to have more than one 21-day permit.  Jeff checked and said zoning can issue 1-permit for 21-days maximum, but because the Board can grant a 2nd permit, that takes Jeff out of the decision. Lush’s were in violation holding an event Sept. 5th without a permit and by using water.  Jake asked when they might be in compliance.  Binky understands that Jeff Kreger has everything in process.  Chuck responded they are not in compliance with stormwater management, nor with a land development plan, neither has the Planning Module been received yet by DEP and he doesn’t believe their system will be approved yet this year.  After discussion, Jake made a motion to approve the new 21-day temporary permit they have applied for, effective October 2, 2009, seconded by Dick; VOTE:  Jake, Dick & Tom voted aye, Bob and Ron voted nay; vote carried.  Mrs. Lush was told this 21-day permit does not take them the whole way through October and they will need to apply for another permit to allow for the final event October 31.  They have no further events scheduled for this year.

 

Mary Briggs presented information to the Board on the Per Capita tax to help them make a decision on whether to keep Per Capita tax & how to manage it or doing something else. We could possibly double the $5 to $10 or maybe piggy back billing with the county.  Tom will check with Bob Rayman on what amount we can legally bill.

 

Tom and Jake signed the bank papers to open the new checking account for farmland parks & recs.

 

Brenda reported the next CCAMS meeting is 9/23/09

Brenda will be out of the office most of Thursday 9/24/09 

Brenda presented Lush’s Memorandum of Understanding that Sam signed 9/21/09.  Dick made a motion to approve, seconded by Jake, carried unanimously.  Signed by the Chair.

 

Reviewed each line item of the general fund budget.  Brenda should talk with Mike C. about a new copier, projector & screen and the Board discussed Sewage Enforcement costs.

At 9:55 P.M. Jake made a motion to adjourn, seconded by Dick; meeting adjourned.
