BOARD OF SUPERVISORS

MEETING OF MAY 4, 2009

 

The first regular monthly meeting of the Potter Township Board of Supervisors was held on Monday, May 4, 2009 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Jake Tanis, Bob Corman, Dick Decker and Ron Sweitzer present.  Also attending were Road Superintendent Budd Brooks and Secretary/Treas. Brenda Burd.  

 

Also in attendance were Ann Glaser, Sandra Rishel, Eric Lundy, and Mark Czajkowski.

 

At 7:00 P.M. Chairman Sharer asked everyone to stand and pledge allegiance to the flag after which he called the meeting to order.

 

Approval of minutes

·         Minutes of April 13, 2009 were approved as presented on a motion by Dick, seconded by Ron, carried unanimously.

 

Citizen’s Concerns

·         Sandra expressed concerns with the Board’s lack of support to apply for a grant to possibly prepare a master plan for the 165 acres farm in view of the fact that the Township is part owner of the farm.  Copies of Sandra’s concerns were copied for the Board to discuss on 5/11/09.

 

Opening of 2009 Paving Bids

            HRI                              G.O.Hawbaker             Eastern Industries

        $57,753.00                          $61,440.05                       $65,446.00

All Bids have Bid Security that appear okay.  Bob made a motion to accept the low bid of HRI contingent upon Budd’s review, seconded by Jake, carried unanimously.

 

Eric Lundy – Nittany Engineering for CCP

·         Reported they will reapply for PennVest funding for CCP.

·         Discussed meeting notes of the meeting on 4/29/09 with DEP.  Bottom line; Meadows must connect and Eric and Bob Rayman have discussed the matter.

·         The PennDOT Highway Occupancy Permit was received 5/4/09 for the geotechnical borings and Eric asked to borrow it to copy.  Board said okay.

 

Roy and Mark Rupert – CCP monthly report

·         Handed out by Brenda.  The Board accepted the report.  Brenda should ask Ruperts to type and email if possible.

 

The Board discussed making an offer to Nittany Engineering (NEA) for CCP daily maintenance.  Tom and Jake will meet with Bob Decker, NEA and Matt Milliron, Centre County.

 

Brenda Hile – EIT update

·         Brenda Burd reported that B. Hile had nothing new to report.  The Board needs to remember to appoint someone to the EIT committee before 9/15/09 and Hile is willing as a alternate but believes an Official should be a voting delegate.

·         The Board should attend the P.V. school district’s work session Wed. 5/6/09 because they want to eliminate Per Capita Tax mid-year which would make a difficult situation for Potter Township, and eliminate Occupational Privilege Tax which may double taxes for some people who do not work in Penns Valley. The Township’s voice needs heard.  Jake & Tom will attend.

 

Subdivisions – none 

 

 

PennDOT

Mark Czajkowski presented a drawing of the new S.R.144/45 traffic signal for signature.  Ron made a motion for Tom to sign, seconded by Dick, carried unanimously.  Signed.

 

Road Superintendent

·         Budd asked to have 2-bridges inspected that are not on the inspection list; Short Road & Lake Road.  Ron made the motion to get them inspected, seconded by Bob, carried unanimously.

 

Tom pointed out some verbiage change should be done to the benefits package.  Brenda was told to consult with Bob Rayman.

 

Tom discussed the Park and Ride Agreement; said he talked to the Legion about the $1,000 issue.  Board consensus seems to be to ‘renegotiate’ after 15 or 20 years instead of setting a dollar amount.  Tom will talk to Bob Rayman and keep it moving.

 

Old Business

·         Proposed Sewage Management Plan – Public Hearing is set for Thurs. June 4, 2009 at Centre Hall Lion’s Club.  Brenda should ask Chuck Herr to attend 6/1/09 meeting to brief the Board and tie up any loose ends prior to the public hearing.

·         Township building addition – Bob C. presented a drawing from Jeff for township filing and an office for Chuck Herr who is assumed to be the sewage management plan administrator.  The Board wants to see a cost estimate for this addition-Ron said he estimates between $3,700-$5,000 to implement the addition Jeff drew up.

·         Bob C. asked how to change the wording of Ordinance 2-2006 - the coordinating efforts of Building Code Officer, Zoning Officer & Sewage Enforcement Officer.  Tom will get an answer.

·         Establish CCP water tap fees, then do Resolution – can establish

·         Establish CCP sewer tapping fees, then do Resolution – can establish, to a maximum of $4,904

·         Appoint residents to P. V. Regional Park & Rec Committee.  Tom had a commitment from 2-ladies.  Bob Jacobs will coordinate.

·         Appoint delegates to EIT Committee by 9/15/09.  Tom would like more knowledge on the subject.

·         Internet banking and credit cards.  After discussion, try basic internet banking with remote deposits and get 2-credit cards (1-Brenda, 1-Budd) for $2,500 each, on a motion by Bob, seconded by Ron, carried unanimously.  Will not do Payroll direct deposit at this time. 

 

New Business

·         Brenda presented a petition from a citizens’ group against PennDOT closing Dogtown Road as part of their Route 322 safety improvements.  Brenda should write to PennDOT about this concern, tell them the Township does not want Dogtown Road closed and attach the petition.

 

Open Discussion

·         Tom asked who could attend the Tri-Municipal meeting 5/19/09 in his absence.  Dick will attend.

At 9:20 P.M. Jake made a motion to adjourn, seconded by Bob, meeting adjourned.
