BOARD OF SUPERVISORS

MEETING OF JULY 14, 2008

 

The second regularly scheduled meeting of the Potter Township Board of Supervisors was held on Monday, July 14, 2008 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Jake Tanis, III, Bob Corman, Dick Decker and Ron Sweitzer attending.  Also attending was Road Superintendent Budd Brooks.  Brenda Burd was absent.

 

Also in attendance were John Mazich, Nancy Doty, Mary Ellen Whalen, Sandra Rishel, and Kathy Mothersbaugh.

 

At 7:00 P.M. Chairman Sharer asked everyone to stand and pledge allegiance to the flag after which he called the meeting to order. 

 

Additions and corrections to minutes/financials

·         Minutes of July 7, 2008 were approved as presented on a motion by Dick, seconded by Ron, motion carried unanimously.

 

Citizen’s Concerns

Mrs. Whalen expressed concern with road right of way.

 

John Mazich – Centre Hall Potter Sewer Authority (CHPSA)

·         John presented a memo to the Board and reviewed CHPSA regulations, gave an update on their new building, on Jason Wert’s resignation (Steve Welch will fill term) and on CCP.

 

Planning Commission Report

·         The sewage pumping maintenance ordinance is nearly complete. 

·         Received Park & Ride plan but have not yet reviewed.

 

Subdivisions

Stan Wallace – regarding Yearick’s Conditional Use Hearing of May 5th.  Yearick’s court date is scheduled for the end of July and they grant an additional 45-days to the Township so the Township can make a decision on the conditional use at the September 8, 2008 meeting.

Stan Wallace –Sinking Creek Development dedication of roads.  Bob Rayman agreed the posted surety is acceptable until all construction is complete. The roads are to be paved this week (7/14-18).  Stan presented the deed of dedication to the Board.  Township and PennDOT Engineers need to inspect and approve.  Bob made a motion to accept the deed of dedication on the assumption Bob Rayman has approved it and proper surety has been agreed upon and posted and reference Bob Rayman’s email to Stan Wallace dated July 11, 2008 at 10:05 AM, seconded by Ron, motion carried unanimously.  The Deed still needs signed before the Chair and Secretary can sign.

 

Solicitor’s Report – none

 

Secretary/Treasurer’s Report – Budd for Brenda  

·         Presented bills to be paid list for review and approval.  All bills approved by all 5-Board members.

 

Road Superintendent’s Report - Budd

·         The paving project is complete and the shoulders done

·         They are doing oiling and chipping

·         They will start mowing again

·         They will clean the ditches around the shop

·         They have pipe to put in at Egg Hill Rd., Shunk Rd. and Black Hawk Rd.

Country Club Park – Budd

·         Presented the information from Nittany Engineering on Act 57 tapping fees and Act 537 update.

·         Tom said there are financial difficulties there that need addressed.

 

Penns Valley Regional Planning Commission Report – and – Peer to Peer – no meeting, no report

 

Old Business

·         Tom reported he attended a second meeting with SBWJA on traffic safety and how they will work with special events.

                                                                  

New Business

·         Tom reported a Tri-Municipal meeting to be held July 15th at 10 AM with a DCNR representative at Centre Hall Borough.

 

Open Discussion

·         Discussed changing the lock to the Secretary’s office.  No decision.

·         Payroll has been changed over to General Fund 7/1/08 and a Liquid Fuels meeting with PennDOT will be held July 31st.

·         Discussed changing mailbox location – it’s not very safe putting it on this building.

·         Tom reported he met with the road crew.  They discussed a review committee.         

 

At 8:00 PM Chairman Sharer recessed the regular meeting and opened the public hearing.

 

A Public Hearing for an ordinance of the Board of Supervisors of the Township of Potter, Centre County, Pennsylvania, requiring all owners of improved property located within the township and adjoining or adjacent to the sewer system to be constructed and operated by the Spring Benner Walker Joint Authority to connect therewith; regulating the manner of making connections, authorizing this township to make connections at the cost and expense of certain owners of improved property failing to make such connection; adopting certain rules and regulations and providing for adoption of additional rules and regulations; setting forth related matters; and prescribing penalties for violation.

Tom: we have advertised this as required and posted it in the Centre County Law Library.  Spring Benner Walker is putting a sewer line up to the top of the mountain and is requesting the properties therein to hook up to the sewer.  From my understanding, it’s going to be completed in April of 2009 and at that time when it is completed, according to the ordinance they will be given a letter of 60-days to hook up.  I spoke with Warren Miller and he said they will work with individuals and there is money available for anybody with hardship.  There is money through the County with grants available to help people hook up to this.  Any questions?  Tom asked Jack Sharer if he has any questions. 

Jack:  No. 

Tom:  If there are no questions, we can close the hearing.  

 

At 8:03 P.M. the public hearing was closed and the regular meeting reconvened.  Bob made a motion, seconded by Ron to approve Ordinance #2-2008 mandatory hook up to the SBWJA sewer extension, motion carried unanimously.

·         At 8:10 P.M. Ron made a motion to adjourn, seconded by Jake; meeting adjourned.
