BOARD OF SUPERVISORS

MEETING OF OCTOBER 8, 2007

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday,

October 8, 2007 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Monty Strouse, Bob Corman and Ron Sweitzer attending.  Also attending were Road Superintendent Budd Brooks, Solicitor Robert Rayman and Secretary/Treasurer Brenda Burd.

 

Also in attendance were Sandra Rishel, Dick Decker, Mary Ellen Whalen, Nancy Doty, Mel Sammis, Jeff McClellan, Attorney Terry Williams, Dave, Nancy & Bryan Masullo and Paul Sampsell.

 

At 7:00 P.M. Chairman Sharer asked everyone to stand and pledge allegiance to the flag after which he called the meeting to order. 

 

Additions and corrections to minutes/financials

·         Minutes of October 1, 2007 need one correction – the 3rd from the last paragraph should read:  a motion was made by Bob, seconded by Ron to authorize Harry Burd to do Building Code inspections within Potter Township and to give Harry all the rights as Building Code Officer and the rights to issue Occupancy Permits, motion carried unanimously – and with that correction Bob made a motion to approve October 1st minutes, seconded by Ron, motion carried unanimously.

·         Financial Report for September 30, 2007 – Tom asked if the $1,000 for the Fire Co. Operations Fund should be kept where it is, to which Bob said the fire committee plans to spend those funds.  Monty made a motion to approve the Financial Report as presented, seconded by Bob, motion carried unanimously.

 

Tom announced a possible change in the agenda because of a scheduled executive session at 7:30 P.M.

 

Citizen’s Concerns

M.Sammis reported dust from the Sinking Creek construction site.  Tom suggested she call DEP and asked Budd to keep check on it and take pictures.  She also reported Penny Waltz’s well went dry again. 

 

Planning Commission Report – by Dick

·         Discussed the prime ag zoning changes

·         Reviewed the sewage ordinance

·         Received a few letters

·         Regarding appointments, Craig W. who was appointed October 1st declined his appointment.  Pam Winter is interested in serving.  It was questioned if Pam serving on the commission might be a conflict of interest.  Bob Rayman said no.

 

Zoning Report

·         Brenda handed out prior to meeting

 

Subdivisions – none

 

Old Business  

·         Tom presented a 2010 census form in which his signature will indicate Potter will participate.  He asked the Board if Brenda should be named as liaison.  Bob made a motion, seconded by Monty to name Brenda as liaison for census and to complete the forms, motion carried unanimously.

 

Tom asked P.Sampsell if he had a concern.  Paul said he wants to build and asked about set-backs.  Tom told him to call the office the next day to find out the status of our zoning officer.

 

 

Solicitor’s Report

·         Bob’s only concerns will be discussed in executive session

 

Secretary/Treasurer’s Report – Brenda

·         Presented bills to be paid list for review and approval.  Approved by all four Board members.

·         Presented Municipal Response Request for Pamela Mussey Minor Subdivision.  After review Monty made a motion, seconded by Bob they have “no comments,” motion carried unanimously.  Request was signed.

·         Reported the next monthly Secretary’s meeting will be October 17, 2007 8:00 A.M. in Bellefonte.

·         Presented DCNR Grant Agreement Amendment #1 to the PSU land acquisition in order to receive payment for the remaining $125,000 grant money from DCNR.  Monty made a motion to sign the amendment, seconded by Bob, motion carried unanimously.  Chair and Secretary signed.

Correspondence

·         As distributed on separate list

                     

Road Superintendent’s Report – Budd

·         Brush collection is October 8 and 9

·         Asked for ideas for 2008 County Liquid Fuels.  Finish Decker Valley Road.

·         Reported we received 2-loads of salt

 

Country Club Park – Budd

·         He checked the water level; it’s holding about 135’.  He had to borrow a water level reader.  He was told to purchase one.

·         Reported he’s waiting on DEP to decide whether to move the sensor level.

 

Penns Valley Regional Planning Commission Report – Tom – no report

 

New Business – none

 

At 7:35 P.M. Chairman Sharer recessed the meeting to an executive session on a legal issue and personnel.

 

At 8:30 P.M. Chairman Sharer closed the executive session and reconvened the regular meeting.

 

On the Masullo issue – Bob made a motion, seconded by Ron to have a settlement & release signed by both parties, motion carried unanimously.  Tom will contact the parties.

 

On filling the position of Zoning Officer, Ron made a motion to support Jeff McClellan as Zoning Officer, seconded by Monty, motion carried unanimously.  Jeff will start October 9, 2007 and maintain the posted office hours at least for the present time.

 

Bob made a motion for Bob Rayman to write a letter to Rick Hampton requesting copies of all occupancy permits issued to date and copies of all building permits issued to date for the Township zoning records; and Rick needs to comply to this request within 30-days, seconded by Monty, motion carried unanimously.

 

Jeff was apprised of the proposed dome arena at the Shaner Sports Complex. 

 

Tom asked Budd about personnel; one guy starts Monday, 10/15 and one guy on Monday, 10/22.  Bob said Budd needs to personally train these new guys.  Tom said he will make himself available to talk to them if they have any issues.

 

Tom announced the next 2-meetings October 15th & 22nd are at 6:00 P.M. and to be prepared to make a decision on insurance.

·         At 8:45 P.M. Monty made a motion to adjourn, seconded by Bob, meeting adjourned.
