BOARD OF SUPERVISORS

MEETING OF AUGUST 6, 2007

 

The first monthly meeting of the Potter Township Board of Supervisors was held on Monday,

August 6, 2007 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Monty Strouse, Bob Corman and Rich Poorman present.  Also attending were Secretary/Treasurer Brenda Burd and Road Superintendent Budd Brooks.  

 

Also in attendance was Mary Ellen Whalen, Mel Sammis, Rod Humphrey and Sandra Rishel.

 

At 7:00 P.M. Chairman Sharer opened the meeting by asking everyone to stand and pledge allegiance to the flag after which he called the meeting to order. 

 

Additions and corrections to minutes and financials

·         Minutes of July 9, 2007 were approved on a motion by Rich, seconded by Monty, motion carried unanimously.

·         Financial Report for June 30, 2007 was approved on a motion by Rich, seconded by Monty, motion carried unanimously.

 

They discussed the reconciliation of funds withdrawn to pay for the Penn State Farm and the $8,592.28 over withdrawn and where they want to put this excess.  Bob made a motion to purchase a new CD designated “General Fund” for $8,592.28, seconded by Rich, motion carried unanimously.

 

Subdivisions - none

 

Secretary’s Report

·   Asked if hunting will be permitted in the Township woods again this year.  Yes.

·   Reported that Greg, with CATA, called to announce a meeting on Park and Ride on Monday, August 13 at 7:30 AM at the Legion regarding the subdivision and Stormwater Management Plans.  Rich will attend.

·   Reported my first ‘secretary’s’ monthly meeting will be held Tuesday, August 14 at 8:00 AM.

·   Announced Centre County Solid Waste Authority’s “Household Hazardous Waste Collection Event” which is free and I posted flyers.

 

Old Business

·         Spring Creek Agreement signed May 14, 2007 was sent to Mr. Hamiester; the conflict was resolved.  (Remove from list.)

·         Tax parcel # - Sandra is putting parcel #’s on Secretary’s Subdivision files and making a cross reference list. 

·         Sewage Ordinance – Has been revised and Budd distributed it.  The Board said to send a copy to Chuck Herr, to put it on the September 10th meeting agenda and invite Chuck. 

·         Township Building addition – Tom will ask Bob Hoffman to meet with the Board in September.

·         Update zoning map – Monty said they are working on it and getting close to a recommendation.

·         Ordinance for farm zoning – Monty said they are working on it and getting close to a recommendation.

·         Health Insurance –The CCATO query response was distributed and discussed.  They need to determine apportionment and Rod gave them some advice.  Asked Brenda to provide the current and projected rates at 10%.

 

New Business

·         Paul Zerby’s letter of resignation from the Board of Supervisors due to moving from the Township effective July 31, 2007.  Rich made a motion to accept Paul letter, seconded by Monty, motion carried unanimously.  Brenda should write to the Board of Electors that the Supervisors accepted Paul’s resignation.

 

Open Discussion and Citizens Concerns

·         Mel Sammis’ letter regarding a boundary dispute is not Township responsibility.  Tom referred her to Nittany Engineering.

·         Mrs. Whalen read a letter regarding her driveway issue with a turning lane to be put in at that intersection.  Tom referred her to Nittany Engineering.

·         The zoning-sewage resolution the Board adopted was discussed.  Zoning permits have been issued without SEO inspections.  Bob made a motion for Chuck Herr to review all zoning permits issued back to the time the Resolution was passed to coordinate the permits, seconded by Monty, motion carried unanimously.  Tom will contact Rick and Chuck about coordinating this effort.

 

·         At 8:15 P.M. Chairman Sharer recessed the regular meeting for an execution session on personnel.

·         At 8:43 P.M. Chairman Sharer closed the executive session and reconvened the regular meeting.

 

Bob made a motion to cancel the scheduled September 3rd meeting, seconded by Monty, motion carried unanimously.

 

The Board established September 17, 2007 as budget work session night.

·         At 8:52 P.M. Chairman Sharer adjourned.
