BOARD OF SUPERVISORS

MEETING OF JULY 9, 2007

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday,

July 9, 2007 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Monty Strouse, and Richard Poorman.  Also attending was Road Superintendent Budd Brooks.  Bob Corman, Paul Zerby and Brenda Burd were absent.

 

Also in attendance were John Sepp, Rick Hampton, Alan Decker, Sandra Rishel, Pat Strouse, Mary Ellen Whalen, Nancy Doty, and Mary Ramsey.

 

At 7:00 P.M. Chairman Sharer asked everyone to stand and pledge allegiance to the flag after which he called the meeting to order. 

 

Additions and corrections to minutes/financials

·         Minutes of July 2, 2007 were approved on a motion by Monty, seconded by Tom, motion carried unanimously.

·         Financial Report for June 30, 2007 tabled until next meeting.

 

Planning Commission Report – none, no meeting

 

Zoning Report

·         Brenda gave June report to the Board at July 2nd meeting. 

 

Subdivisions

·         John Sepp, Penn Terra inquired about hooking up Cedar Run Subdivision to the Country Club Park sewer.  He was told The Meadows is committed to CCP and leaves no extra capacity.

·         Bill Spedding, Penn Terra presented changes on Mt. View Estates – awaiting PennDOT permit and will have all comments addressed by next month.  Presented a request for planning waiver for non-building declaration for signature.  Rich made a motion to sign, seconded by Monty, motion carried unanimously.  Chair signed.

 

Old Business  

Old Orchard Lane road name approval

·         Rich made a motion, seconded by Monty, to approve Old Orchard Lane for Aaron Smith, motion carried unanimously.  A letter was written to the party that has a sign ‘Old Orchard Fields Lane’ that was never approved and is in conflict with Old Orchard Lane.  Tom signed the letter to ask the party to removal Old Orchard Fields Lane sign.

 

Solicitor’s Report – none

 

Park and Ride – letter from PennDOT   

·         To promote public awareness, Chairman Sharer read the letter aloud dated June 14, 2007 from Erik Brown of PennDOT.  Rich commented PennDOT will be responsible for plowing snow and pavement repairs; the Township is responsible for the other maintenance and electric service for the lights.  A resident asked if we knew how much it will cost the Township for lighting and other costs for the parking lot.  Rich said PennDOT will take care of the construction; then the maintenance, like light bulbs, and the electric bill will be the Township’s responsibility.  A resident asked why we’re paying the electric bill.  That’s the agreement.  A resident asked if there is an estimate of how much this cost will be.  Rich said no.  A resident asked if the state will reimburse us any portion of the electric bill.  We don’t believe.  It was pointed out the Township does have an agreement with PennDOT for reimbursement of ˝ the cost of the street lights at Potters Mills and we pay all costs, including maintenance, of the Old Fort traffic light.  No further comments.

 

Secretary/Treasurer’s Report – by Budd

·         Presented bills to be paid list for review and approval.  Approved by all three Board members.

Correspondence

·         Centre County Metropolitan Planning Organization summary of 6/26/07 meeting.

 

Road Superintendent’s Report – Budd

·         Preparing roads for oil & chipping

·         Will do concrete work on Short Road bridge

·         Will paint Cider Press bridge beams

·         Will soon be finding out if we got Dirt & Gravel grant for last section of Decker Valley

·         Will be replacing a 36” pipe on Airport Road

·         Paving project is done

 

Country Club Park – Budd

·         Everything is working now – still need a spare pump

·         Annual drinking water report has gone out

·         Two pressure tanks need replaced with something bigger

·         Following the meeting at The Meadows, need to do follow up letters with Sen. Corman and Rep. Benninghoff on grant money for the CCP sewer plant

 

Penns Valley Regional Planning Commission Report – Tom

·         Tom reported the next meeting is July 16th at Gregg Township.

 

New Business

·         Tom said Bob Huffman will be glad to meet with us in September on the new building.

 

Open Discussion and Citizen’s Concerns

·         A resident had damage done to her mailbox at Rte 144/Airport Road by equipment coming from Sinking Creek construction and asked who to contact; was referred to Stan Wallace.

·         A resident reported on the contractor blocking off Sinking Creek Road for hours unloading equipment.

·         A resident complained about the Sinking Creek construction early Sunday morning.

·         A resident commented on the sewers discussed at last meeting and who would pay operations and maintenance costs.  Tom said that SBWJA is extending their sewer; this will not affect Township residents as a whole just those who must hook on to the sewers.  We gave SBWJA the authority to do the sewer and they will maintain it.  Resident asked about CCP sewer.  Tom said CCP pays their own bills; the township does not pay their bills and The Meadows will partner into their sewer.

·         A resident commented although SBWJA will do the construction, the home owners will have to hire someone to put the sewer line from the road to their home and pay a connection fee.

·         A resident asked how many feet it will be from the center line for the left turning lane at Sinking Creek Rd/Airport Rd/Rte 144; was referred to Stan Wallace.

 

Adjourn

·         At 7:45 P.M. Chairman Sharer adjourned the meeting to an executive session on personnel.
