BOARD OF SUPERVISORS

MEETING OF JUNE 11, 2007

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday,

June 11, 2007 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Monty Strouse, Bob Corman, and Richard Poorman.  Also attending were Secretary/Treasurer Brenda Burd and Road Superintendent Budd Brooks.  Paul Zerby was absent.

 

Also in attendance were Bob Jacobs, Sandra Rishel, Mary Ellen Wahlen, Nancy Doty, Alan Decker and Mike Halm.

 

At 7:00 P.M. Chairman Sharer asked everyone to stand and pledge allegiance to the flag after which he called the meeting to order. 

 

Additions and corrections to minutes/financials

·         Minutes of June 4, 2007 were approved on a motion by Bob, seconded by Rich, motion carried unanimously.

·         Financial Report for May 31, 2007 was approved on a motion by Rich, seconded by Monty, motion carried unanimously.

 

Bob Jacobs – Penn State Land acquisition & Joint Articles of Agreement Amendment

Closing on the Penn State Land was extended until June 30, 2007.  He explained the $25,000 deficit in our grant payment from DCNR.  DCNR will only pay 90% prior to closing and after closing, will reimburse the $25,000 balance.  The County will cover this $25,000 deficit until DCNR pays.  They discussed the land reverting to its natural state in 2010 on which hay could be made.  He also explained that if Centre Hall Borough sold the water company at some point in the future they would have to go through DCNR to do it.  Penn State requires this land stay as open space.  Monty made a motion to support Resolution #14-Amendment One to the Joint Articles of Agreement, seconded by Bob, the vote carried with Bob, Monty and Tom voting in support; Rich voting against.  Resolution #14 and the Agreement Amendment were signed. 

 

Bob J. said anyone who calls about gypsy moths should be referred to County Planning Office.

 

Planning Commission Report

·         Monty reported receiving County updates, reviewed the Zoning map and Ron Sweitzer attended his first meeting as replacement for Dave Henning.

 

Zoning Report

·         Brenda gave May’s report to the Board.  Bob questioned “demo” permits; the Grange Fair permit charges; and it’s time for their 90-day review per the contract.  Brenda should ask Rick if July 2 or July 9 suits.  They also would like to do a customer survey on quality of their service regarding zoning/building service.  

 

Subdivisions – none

 

Old Business  

PSU Land purchase

·         Bob made a motion, seconded by Monty for Brenda to deposit the $225,000 DCNR check; the vote carried with Bob, Monty and Tom voting for depositing the money and Rich voting against.

·         Monty made a motion for the check signers to sign the CD’s to cash them in, seconded by Bob; motion carried with Monty, Bob and Tom voting for signing the CD’s and Rich voting against.

·         Bob made a motion to authorize Brenda to write the check for the purchase of the land, seconded by Monty; vote carried with Bob, Monty and Tom authorizing and Rich voting against.  Brenda confirmed the funds for the check would come from the sources designated April 2, 2007.

Park and Ride   

·         Rich reported the probable schedule for Park and Ride will be: bid probably in September, award probably in November and construction start the Spring of 2008.

 

Solicitor’s Report – no report, but:

·         Bob prepared the Fastshoez decision; and

·         Reviewed the Resolution for Liquor License fee

 

Secretary/Treasurer’s Report

·         Presented bills to be paid list for review and approval.  Approved by all four Board members.

·         Presented Resolution #15 to establish a $500 application fee for transfer of liquor license.  Approved on a motion by Monty, seconded by Rich, motion carried unanimously.  Signed.

·         Presented Fastshoez decision prepared by Bob Rayman for signatures.  Rich made a motion to sign the decision, seconded by Monty, motion carried unanimously.

Correspondence

·         Distributed on a separate list to Board members and will be attached to the official minutes.

 

Road Superintendent’s Report – Budd

·         Cleaning up from the June 8th storm

·         Hawbaker’s will call next week to schedule paving for Mt. Back and Church Hill Roads and culverts were already put in those roads

 

Country Club Park – Budd

·         The water is working normal again – need a spare pump

·         Replaced a foot valve

·         Need grant money for the sewer plant

·         Board discussed Budd’s compensation while working at CCP, and need to discuss further

 

Bob asked about CCP payroll being a month in arrears.  Brenda was told to borrow money to keep their costs up to date.

 

Penns Valley Regional Planning Commission Report – Tom

·         Tom reported the next meeting won’t be until July.

Penns Valley EMS – Tom

·         Reported the funds are slow coming in.  Brenda reported EMS mis-interpreting the township pledge letter.  Tom said to call Jeanette Wolfe.

Peer to Peer – Tom

·         In July and August there will probably be presentations to each municipality.

 

New Business – none

 

Open Discussion and Citizen’s Concerns

·         Sandra R. asked about the small yellow arrows painted on the township roads.  Mary Ellen said she saw bike riders doing it.

·         Mike H. asked advice on cars and equipment being dumped over the years in the old quarry near the old Evangelical Church.  He’s concerned about the impact on his water and intends to speak with DEP.   He was told that is probably appropriate.

·         Tom asked Brenda the status of Verizon DSL and was advised she was getting no where and gave up.  Tom asked for a contact.

·         At 8:37 P.M. Monty made a motion to adjourn, Chairman Sharer adjourned.
