BOARD OF SUPERVISORS

MEETING OF MAY 7, 2007

 

The first monthly meeting of the Potter Township Board of Supervisors was held on Monday,

May 7, 2007 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Monty Strouse, Bob Corman, Richard Poorman and Paul Zerby present.  Also attending were Secretary Brenda Burd and Road Superintendent Budd Brooks.

 

Also in attendance was Mary Ellen Whalen, Kathy Mothersbaugh. Ann Glaser, Sandra Rishel, Kyle Poorman, Rich Poorman, Jr., and Alan Decker.

 

At 7:00 P.M. Chairman Sharer opened the meeting by asking everyone to stand and pledge allegiance to the flag after which he called the meeting to order. 

 

Additions and corrections to minutes

·         Minutes of April 9, 2007 were approved on a motion by Rich, seconded by Paul, motion carried unanimously.

·         Minutes of April 19, 2007 were approved on a motion by Rich, seconded by Bob, motion carried unanimously.

 

Subdivisions

·         Stan Wallace for Glenn Huey.  A minor land development plan was sent to the County and Chuck Herr sent an approval letter.  Stan presented DEP Planning Module, Component 2.  Paul made a motion to approve Component 2, seconded by Rich who added ‘upon Chuck Herr’s signature on Component 2’, motion carried unanimously. 

·         Resolution #11 for the Huey Planning Module was approved on a motion by Bob, seconded by Monty, motion carried unanimously.

·         Tom asked Stan to explain the Vanada variance to try to determine whether it may be a Zoning variance or Road Standards variance.

·         Stan Wallace for Sinking Creek.  Presented Memorandum of Understanding which incorporated comments by Bob Rayman, the County had a few word changes, Don Franson and Budd who suggested adding a resurfacing clause for Sinking Creek Road.  Stan read “The developers have made or caused to have made, planned improvements to Sinking Creek Road depicting but not limited to #C says: resurface the disturbed portion of Sinking Creek Road in a manner consistent with the Township Road and Street Standards for public roads.”  Developers except Nicosia’s have signed the Memorandum.  The turning lane will go in.  We just received PennDOT’s recommendation that the turning lane on S.R. 144 at Sinking Creek Road be constructed prior to land development.  Paul made a motion to support the Memorandum of Understanding; Bob seconded the motion be adding ‘with the appropriate support as noted,’ motion carried unanimously.   Memo signed.

 

Secretary’s Report

·         Presented Municipal Response Request for Agnes Homan, Minor Subdivision.  After discussion, comments were:  We need written confirmation from our Zoning Officer that this proposal meets or exceeds our zoning; and the Board requires Ordinance 1-2006 Section 3 be noted on the Plan: The subdivider or developer shall place a note on each subdivision plan or site plan, which is subject to this Ordinance, as follows: “no more than __ dwelling units may be constructed on the land which is subject of this subdivision plan (site plan) unless additional land is dedicated to Potter Township for parkland or a fee in lieu of parkland be paid.  Board recommends the fee in lieu of be paid now for the number of dwelling units.”  Brenda should send the Ordinance to Uhler.  Monty made the motion to approve these comments, seconded by Paul, motion carried unanimously. 

·         Asked if there is a specific reason I cannot have Earned Income Tax forms here.  It’s B. Hile's job, and I am not supposed to have blank forms at this location.

 

Old Business

·         Monty reported that he and Bob attended a business meeting with the Fire Company.  The Fire Company needs 4-sets of new gear for about $8,800.  The Borough will pay 2-sets for $4,400.  Bob recommends Potter pays for 2-sets for $4,400.  They also requested Potter reimburse the Fire Company for a Glick repair bill for Engine-413 for $1,289.97.  Bob made a motion to approve Resolution #12 to pay these costs totaling $5,689.97 from Fire Protection account, seconded by Monty, motion carried unanimously.

·         Tom shared information he received from PSATS on volunteer fire companies partnering with municipalities and the financial benefit to this partnership.

 

Open Discussion and Citizen’s Concerns

·         Kyle Poorman, Boy Scout Troop 66 from Pleasant Gap attended for credits toward merit badge.

 

Work Session Items

·         Spring Creek Agreement – re-hearing will be held May 14, 2007.

·         Files to tax parcel # - they are working on.  Ask if the volunteer can assist.  Sandra Rishel can help.

·         Proposed Sewage Ordinance – Budd and Chuck Herr met with Bob Rayman who is re-writing the ordinance.  The Board will then meet with Chuck to discuss.

·         Township Building addition – Tom suggested Bob Hoffman come and assess our needs and make suggestions.

·         Update zoning map – Monty said they are working on it

·         Ordinance for farm zoning – Monty said they are working on it

·         Health Insurance – again discussed asking guidance and direction Rod H.

·         Planning Commission open position – advertise in Valley Grape Vine.  Brenda advised the Board letter of resignation has not been received.

 

Tom shared LEMA Letter, a newsletter on Centre County Emergency Services.

·         At 8:35 P.M. Paul made a motion to adjourn, seconded by Bob, meeting adjourned.
