BOARD OF SUPERVISORS

MEETING OF APRIL 9, 2007

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday,

April 9, 2007 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Monty Strouse, Bob Corman, and Richard Poorman present.  Also attending were Secretary Brenda Burd and Road Superintendent Budd Brooks.  Paul Zerby was absent.

 

Also in attendance were Stan Wallace, Clarence Kauffman, Walter Dobozynski, Karl Weber, Joe Shulman, Jeff Haas, Nancy Doty, Joy and Alan Decker, Mary Ellen Whalen, Penny Waltz, Mel Sammis, Sandra Rishel and E.V. Lundy.

 

At 7:02 P.M. Chairman Sharer asked everyone to keep the Zerby family in their thoughts; he then asked everyone to stand and pledge allegiance to the flag after which he called the meeting to order. 

 

Additions and corrections to minutes/financials

·         Minutes of April 2, 2007 were approved on a motion by Bob C., seconded by Rich, motion carried unanimously.

·         Financial Report for March 31, 2007 was approved on a motion by Rich, seconded by Monty, motion carried unanimously.

 

Opening of Paving Bids

            G O Hawbaker                        Eastern Industries                   HRI                 

               $84,065.00                               $84,800.89                       $93,349.00

 

All Bidders had Bid Security.  Monty made a motion to accept Hawbaker’s bid, seconded by Rich who added ‘pending Budd’s review and approval’; motion carried unanimously.  Low Bid was signed.

 

Walter Dobozynski

·         Mr. Dobozynski asked for a waiver to the letter he received from Budd Brooks to stop using Zuck road to access his cabin.  He presented a Right-of-way Court Order dated 8/31/06 allowing him access to his cabin.  Bob C. made a motion to approve accessing their cabin by using Zuck Road, on the condition they use it for recreation purposes only, seconded by Monty, motion carried unanimously.  Mr. Dobozynski will receive written authorization from Budd and/or Bob Rayman.

 

Planning Commission Report – Monty

·         Reviewed Fastshoez Kart Racing application

·         Gave conditional approval to Sinking Creek Development

·         Reviewed time extension letters

 

Zoning

·         No monthly report yet this month.  Bob C. asked if they have defined the primary and secondary Zoning Officers per the contract and their cell phone numbers.  No.

 

Subdivisions

·         Stan Wallace for Sinking Creek – Stan presented the traffic study to the Board.  31 lots can be developed prior to putting in the turning lane on SR 144 at Sinking Creek Road.  PennDOT advised that speed reduction is not justified.  The developer is proceeding.  Stan gave the Board and Bob Rayman a Memorandum of Understanding assuring a turning lane will go in and certain improvements will be done.  Stan presented the final plan for review and approval.  Bob C. made a motion for conditional approval upon the Township Engineer approval, the County approval, Zoning approval, the Memorandum be approved, PennDOT approval and the HOP issued; seconded by Rich, motion carried unanimously.

·         Jeff Haas gave the Board information on the Fastshoez Kart Racing application.  Summer Lane will be the entrance and it will be outdoor recreation.  Tom read race track definition and conditional use for PCI and for General Commercial districts.  Jeff was told the Board will have to set a meeting date, advertise and let him know.

Secretary’s Report

·         Presented bills to be paid list for review and approval.  Approved by all four Board members.

·         I spoke with Bob Rayman about the Spring Creek Ordinance and Agreement and we must re-advertise and hold new hearing.  They chose May 14th.

·         Presented Kathy Huey’s SEO Memorandum of Understanding for signatures.  Signed.

·         Reported the Centre County Solid Waste Authority free E-recycling event May 11th 10:00 am to 6:00 pm and May 12th 9:00 am to 3:00 pm for TVs, VCRs, all computer equipment, etc.

·         Asked what to do with the Peer to Peer surveys I’m receiving.  Keep in a folder for Tom.

·         Gave a public thank you to Sandra Rishel and Budd and his crew for their help with the Newsletter.

Correspondence

·         Distributed on a separate list to Board members and will be attached to the official minutes.

 

Road Superintendent’s Report – Budd

·         Reported they are cleaning the anti-skid from the developments.

·         They will start fixing the back roads.

 

Country Club Park – Budd

·         Everything is working right now.

·         He is waiting for a booster pump to be shipped.

 

Chilton Designs gave him an estimate for the design, bid and construction of the building addition.  Bob C. suggested getting another proposal to compare costs.

 

Penns Valley Regional Planning Commission Report – none  

 

New Business – none

 

Open Discussion and Citizen’s Concerns

·         Mel S. asked if the plans Stan Wallace presented for Sinking Creek Road were final.  Yes.
