BOARD OF SUPERVISORS
MEETING OF
The first monthly
meeting of the Potter Township Board of Supervisors was held on Monday,
Also in attendance
were Mick Rowles, Rick Bair, Willard Muthersbaugh, Jim Confer, Stan Wallace,
Rod Humphrey, Dick Decker, Mel Sammis, and Mary Ellen Whalen.
At
Additions and corrections to minutes
·
Minutes
of
Willard Muthersbaugh reported that the PEMA letter is emergency-preparedness
for schools, hospitals and nursing homes and the Township will not need to participate.
Rick Bair presented the
Centre Hall Fire Co. – Ken Strouse had nothing to report. Monty asked the Board for $20,000 for new air
packs they are buying in bulk. Tom asked
the Fire Co. for a financial statement with a proposed budget.

Stan
Wallace for Sinking Creek
– asked the Board to consider requesting a speed reduction study from PennDOT
on Route 144 as part of the improvements with the intersection at

Presented
DCED annual Survey of Financial Condition Form for approval and signature. Bob C. made motion to approve, seconded by
Monty, motion carried. Chairman signed.

Presented
the Department of Auditor General Municipal Pensions annual form for approval
and signature. Paul made motion to
approve, seconded by Rich, motion
carried. Chairman signed.

Presented
SEO Memorandum of Understanding for Pam Mussey for signatures. Signed.
·
Reported
I need to purchase QuickBooks 2007 software for approximately $180.
·
The CD
list is updated and distributed.
·
Reported
a Hazard Mitigation Workshop on April 18th at the County. Also, distributed a copy of the proposed
Emergency Services Mutual Aid Agreement intergovernmental Agreement for
2007. Bob C. made a motion to sign,
seconded by Rich, motion carried and
Agreement was signed.

Asked
for Newsletter news. A few ideas were
suggested.

Distributed
on a separate list to Board members and will be attached to the official
minutes.
Open Discussion and Citizen’s Concerns
·
Mel
Sammis commented on the flooding on Sinking Creek this past weekend. Pictures were taken.
·
Mel
also asked why the Solicitor is never here anymore. Tom said he will attend when invited.
·
Mary
Ellen Whalen asked what could be done with the stones that washed onto her
property as a result of township flooding over the weekend. Budd will do a check.

Budd
reported road check for Board members will be Sat., April 7th
starting at

It was
reported that Stop signs on Township Roads at the intersections of a state
highways are the responsibility of the township.

Paul
asked to discuss the Zoning Officer and was told an executive session will be
called.
Work Session
·
The
Spring Creek Watershed Commission Ordinance and Agreement was discussed. Paul made a motion to not support the
Ordinance and Agreement, seconded by Rich, motion
carried.
·
Changing
files to tax parcel number – no action.
·
Proposed
Ordinance-Chapter 18 Sewage Disposal – Brenda should copy for the Planning
Commission for comments. They advised Budd
that he and Chuck Herr should review the Potters Mills Ordinance and make
suggestions by May this year.

Zoning Map – the Planning Commission is working on it.

Update
Zoning Ordinance for farming – the Planning Commission is working on.
·
Health
Insurance – what they want to do, they don’t know how to execute properly. Tom will make some phone calls.
