BOARD OF SUPERVISORS

MEETING OF SEPTEMBER 11, 2006

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday, September 11, 2006 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Tom Sharer, Bob Corman, Richard Poorman, Monty Strouse and Paul Zerby present.  Also attending were Road Superintendent Budd Brooks and Zoning Officer Jeff Wingert, Solicitor Bob Rayman and Secretary Brenda Burd.

 

Also in attendance were John Zerby, Stan Wallace, Brian Long, Amy Grove, Sandra Rishel, Milena Bucek, Frank Cummins, Mary Ramsey, Alan and Joy Decker, Mick Rowles, Ann Glaser, Aaron Smith, Mary Ellen Whalen, Mel Sammis, and Glenn and Ruth Jackson.

 

At 7:00 P.M. Chairman Sharer asked everyone to stand for a moment of silence in remembrance of 9/11.  He then led the pledge of allegiance to the flag, after which he called the meeting to order. 

 

Bob C. made a motion to approve the August 14, 2006 minutes, seconded by Rich, motion carried unanimously.

 

Paul made a motion to approve the September 4, 2006 minutes, seconded by Monty, motion carried unanimously.

 

The Financial Report for August 2006 was approved on a motion by Bob C., seconded by Rich, motion carried unanimously.

 

Solicitor’s Report

  • Reported that on the road issue they have been discussing, the developer’s attorney will get back to Bob.  Bob hasn’t been informed yet of what they are willing to do.
  • Reported that once CCP WWTP is done, the Sewer Authority will inspect it and then may consider taking it over.
  • He incorporated the Sewer Authority’s revision (Section 4) into the proposed Building and Zoning Ordinance that is on tonight’s agenda.

 

Citizen Concerns – Sinking Creek

  • Mary R. and Mel S. commented and asked questions on the upcoming work session for Sinking Creek.

 

Fire Company

  • Brian Long had no report.  On recommendation from the finance committee, Monty asked the Board to make the September 1st payment for the land in the amount of $10,891.65.  After lengthy discussion, Bob C. made a motion for Brenda to make this payment but first to call Centre Hall Borough to see what they will pay toward it, then pay the difference up to the full amount of $10,891.65, seconded by Monty, motion carried with Paul voting nay. 

 

Penns Valley Trails – Ruth Jackson

  • Ruth presented information on a proposed feasibility study for the Penns Valley Region on identifying, developing and connecting trails and mapping them.  There is a 50% matching grant available from DCNR and a potential of 19 partners.  She said the grant deadline is September 29th so commitment letters are due very soon.  She said each partner who commits would need to pay an approximate $1,000 per year for 3-years. 

 

Planning Commission Report

  • Monty reported they reviewed Mrs. Corvin’s conditional use application.  Jeff reported she has since withdrawn her conditional use request.
  • They will work on the map in their September work session.
  • They are trying to establish a meeting with large land owners.

 

Zoning Officer’s Report

  • Reported the tax parcel filing is going well; he estimates that in a month, he will have about 75% of his files done.
  • Updated the Board on the proposed Township building addition.  He spoke with several people and has a meeting on September 12th.

 

Subdivisions

Stan Wallace for Carl Smith

  • Stan said the County wants to know if the Township wants the shared private road named that will serve Lot 1 and Lot 2.  Paul made a motion the road does not need named, seconded by Monty, carried unanimously.
  • Secondly, does the Township want parkland or the fee in-lieu of?  Bob C. made a motion to accept fee in-lieu of, seconded by Rich, carried unanimously. 
  • Brenda was asked to write to County Planning with these two decisions for Carl Smith.

Stan Wallace for Kraft Foods

  • Stan presented a Planning Exemption for Kraft Food storage.  They received confirmation from CHPSA that they will provide service for Kraft Foods.  Paul made a motion, seconded by Rich, to sign the Planning Exemption.  Chairman signed.

 

Old Business

Building and Zoning Permit Ordinance

  • The Sewer Authority gave Brenda the verbiage for Section 4 which she forwarded to Bob R.  Bob reviewed it and he incorporated it into the ordinance.  Paul made a motion to accept the Ordinance (#2), seconded by Bob C., carried unanimously and signed. 

 

Paul commented that citizens should not see correspondence before the Board. 

 

Secretary’s Report

  • Presented bills to be paid list.
  • Made the Board aware of a bill from Sampsell’s on the bills list for ½ the cost to install Mason’s tank.  Our contract with him is specific and the amount is correct.  This is not a budgeted item and I will work with our accountant how to handle payment.
  • Asked if the Board wants me to attend the Sinking Creek work session.  After discussion, no.
  • Reported Gary Metzger has retired from DEP and Curt White has replaced him.  Curt has not changed his phone number.
  • The CCATO convention is September 28th with reservations due to Wanda by September 15th. 
  • Reminded the Board of the meeting September 21st on the purchase of the Penn State Land and to read Bob Jacobs’ memo which basically is an agenda.
  • Reported we received notice from Comcast they assumed control of certain Adelphia systems and our last franchise payment came from Comcast.
  • Reported I copied them on my September 8th response to Mel Sammis.
  • Daryl Schafer has received nothing yet from Geisinger.  Do you want him to attend budget work session if he receives the information by then?  Yes.

Road Superintendent’s Report

  • Reported the Fish Commission claims they have no money to help us with the costs of replacing the pipes on Lake Road.  Budd told them we will write to our Representative about it because the pipe does not benefit us.
  • Reported we need to get a back-up blower for CCP sewer plant since one quit working. 
  • They have one more day of oil and chipping to do.

 

Country Club Park – none

 

Tom discussed the Sampsell bill being a non-budgeted item.  Paul suggested they establish an account at budget time for emergency non-budgeted items.  Brenda will discuss this with the accountant.

 

Penns Valley Regional Planning Commission

  • Tom said there is a meeting September 18th which is a conflict for him with budget work session.  Another conflict is the October 18th wind-energy meeting which conflicts with the NIMS certification training.
