BOARD OF SUPERVISORS

SPECIAL MEETING OF FEBRUARY 24, 2006

 

A special meeting of the Potter Township Board of Supervisors was held on Friday, February 24, 2006 at 6:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Richard Poorman and Tom Sharer present.  Also attending were Solicitor Robert Rayman and Secretary Brenda Burd. 

 

Chairman Zerby called the meeting to order at 6:00 P.M., immediately recessed the regular meeting and called an executive session on personnel.

 

At 6:53 P.M. Chairman Zerby reconvened the regular meeting.   Discussion followed on the interviews held and all resumes’ received.  One qualified candidate is not available until the end of March and we need someone now.  Concerns were discussed regarding a candidate who had no experience but would rely on a family member to get him up to par, and whether that family member would have adequate time to train the candidate.  They also discussed whether there might be repercussions about zoning and sewage both being handled out of the same office.  Paul asked to discuss Jeff Wingert who has the most experience.  Bob C. said he made his inquiries about Jeff W.  Tom had also made inquiries about Jeff W.  Bob R. said Jeff has been with Gregg Twp. for a year now and believes he is doing a good job there.  He said Jeff has the most experience and we need someone as soon as possible.  They discussed hiring under a probationary period. 

 

Bob R. said they need to appoint someone conditionally on a probationary basis, call him “Code Enforcement Officer” instead of Zoning Officer and state how much the pay will be.

 

Paul made a motion to hire Jeff Wingert on a 6-month probation period, as Code Enforcement Officer, at $15 per hour, plus mileage at the IRS approved rate from 124 Short Road and reimburse expenses.  Initially he is to work two full days per week (more days if his time allows) until he’s caught up and familiar with our zoning and code.  They decided to set him up in the meeting room.  Tom asked if the new guy is to sit here whether he has anything to do or not?  Bob C. said yes, availability has been one of the Boards primary concerns.  Paul called Jeff on the phone and spoke with him to confirm his availability; 2-eight hour days per week; Tuesdays and Thursdays.  After further discussion, Rich seconded the motion, and the motion carried four to one with Bob C. opposing.

 

They discussed Jeff W. and Rick Hampton’s relationship.  Bob C. asked about the letter to Rick Hampton that Paul is supposed to sign.  Paul told him he signed that letter tonight (Feb. 24th).  A phone line was discussed and Brenda was told to call Verizon and get the 364-2456 number back and to hook up a new land line in the meeting room with that number for Jeff W.  Brenda was told to call Jeff W. back tonight (Feb. 24th) and make him the offer the Board decided upon and see when he can start.

 

Jeff cannot come to the office Monday because he’s committed to Walker Twp., but he suggested coming Sat. to get some things.  It was agreed that Paul would meet Jeff W. on Sat. Feb. 25th at the office, and Paul said to have Budd come in also since he’s the one who secured the zoning files.
