BOARD OF SUPERVISORS

MEETING OF JANUARY 9, 2006

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday, January 9, 2006 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Richard Poorman and Tom Sharer present.  Also attending were Road Superintendent Budd Brooks, Solicitor Robert Rayman and Secretary Brenda Burd. 

 

Chairman Zerby called the meeting to order at 7:00 P.M.

 

Minutes of the January 3, 2006 meeting and the Financial Report were approved as presented on a motion by Paul and seconded by Rich.  Motion carried unanimously.

 

Citizens Concerns – none

 

PA State Police – Sgt. Steven Byron came to introduce himself, to report that Trooper Clark patrols our area and to present statistical reports.  He has been in Centre County for 22-years and is continually working to get more patrolmen into Penns Valley.  He said police departments are very expensive to operate and cuts are always being made which holds growth to a minimum.

 

Centre Hall Fire Co. – Brian Long

·          Brian had nothing to report.  Paul asked how the committee is coming.  Monty said at a meeting in October 2005 they discussed that the Borough is comfortable with Monty and Bob C. and Monty and Bob C. are comfortable with the Borough representatives currently on the Fire Co. committee.  Bob C. said the fund balances will be brought to their meetings for discussion so they each know where the other stands financially and plan better communication especially when payments are due.

 

At 7:20 P.M. Chairman Zerby recessed the regular meeting and opened the Public Hearing on the Proposed Ordinance to ensure adequate parks, open spaces and recreation facilities are provided to meet the needs of new subdivision residents. 

 

At 7:25 P.M. Chairman Zerby closed the Public Hearing and reconvened the regular meeting.

 

Planning Commission Report

  • Monty reported their meeting was mostly reorganization but did review the Designer’s Studio plan.

Old Business

  • Brenda asked if anyone had an update on Park and Ride Cooperative Agreement which was given to Bob R. to send to PennDOT for signature and never returned.  I was advised to follow up with Tim Geibel.

 

Solicitor’s Report

·         Reported a misunderstanding over the Memorandum of Understanding on Alirry Ridge. 

·         Reported on a meeting the end of November on Country Club Park regarding costs.

·         The Earned Income tax Collector called him regarding concerns of tax collection possibly going county-wide.

·         Asked the Chairman to call an executive session on potential legal matters with regard to sewers.

 

Bob C. suggested Bob R. consider attending PSATS convention in April for the Solicitor’s Seminars.

 

Secretary’s Report

·         Presented bills to be paid list for review and approval.

·         Presented MS-965 Annual Liquid Fuels Actual Use Report in four originals for three signatures on each. 

·         Received notice from Centre Hall-Potter Sewer Authority changing their meeting day from the 3rd Tuesday to the 2nd Wednesday of each month and still want to use the Township Building.  It occasionally conflicts with the Township Planning Commission dates, otherwise the Board said okay.

Road Superintendent’s Report

·         Reported stone and oil bids will be received the second meeting in February

·         Asked for input for Newsletter

·         Reported Mike Clitherow is getting Budd’s computer hooked up and asked to discuss phone line options.  After discussion, he was told to get a new phone line in for internet service Budd and Brenda.

 

Penns Valley Regional Planning Commission

  • Tom reported that the meeting of the Boards of Supervisors will be January 30th to adopt the plan.
  • He set up a Parks and Recs meeting on January 18th for the Penns Valley municipalities to begin the process of getting a committee organized.

 

New Business

·         Rich asked if money was allocated for an addition to the building.  Paul said when he gets his current job done he can work up some preliminary sketches; but wondered whether an Architect needs to do the final drawing and whether Labor & Industry needs to get involved.

·         Monty made a motion to accept Ordinance #1-2006 for adequate Parks, Open Spaces and Recreation Facilities in-lieu of fees; seconded by Rich, motion carried unanimously.  Signed.

·         Bob C. asked about the Engineering fees for CCP on the bills list.  Brenda said the last grant reimbursements have not been received but Larson knows they will be paid when we receive the grant payment.  

·         Bob C. asked about the loop repair on the bills list to which Budd said it was wiring inside the box.

·         The Board was asked if there was anything new on the Walker Development.  Nothing.

·         Budd said he would do an update on the CCP treatment plant.

 

At 7:45 PM Chairman Zerby recessed the regular meeting and called an executive session on potential legal sewer issues.

 

At 8:40 Chairman Zerby reconvened the regular meeting.

 

Open Discussion

·         Tom asked Budd if he received anything on the insurance increase.  Budd said yes the average increase was about 6%.  Discussion of health plans/costs followed.  The insurance structuring needs addressed further.  Bob R. said he will talk to some Human Resource people about their benefits.  Tom will also call some Townships to find out what they do.

At 8:53 P.M. Chairman Zerby adjourned the meeting.
