POTTER TOWNSHIP
BOARD OF SUPERVISORS
MEETING OF MAY 2, 2005
The first monthly meeting of
the Potter Township Board of Supervisors was held on Monday, May 2, 2005 in the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Paul Zerby, Monty
Strouse, Bob Corman, Richard Poorman and Tom Sharer present. Also attending were Road Superintendent Budd Brooks, Solicitor Robert Rayman and Secretary Brenda Burd.
Also attending were Brian
Long, Sandra Rishel, Mike Clitherow, Alan Decker and John Sepp.
Chairman Zerby called the
meeting to order at 7:00 P.M.
Minutes of the April 11, 2005 meeting were approved as presented on a motion by Rich
and seconded by Monty. Motion carried
unanimously.
Citizens Concerns – none
Centre Hall Fire Company – Brian Long
- Brian asked if the Township can enforce a burn
ban under extremely dry conditions to prevent fires. Bob R. said we would have to hold a
public hearing and adopt an Ordinance.
Discussion followed regarding advertising and enforcing a burn ban.
John Sepp
- Presented a drawing of Cedar Run Farm. They plan 57 lots – 35 in Harris and 22
in Potter. They plan wells for
water and Country Club Park (CCP) for the sewage system. However, it appears The Meadows will bring
the CCP system to near maximum capacity.
Secretary’s Report
- Presented Resolution #5-2005 adding Zoning
Officer signature block on plans in lieu of a Zoning letter. Rich made a motion, seconded by Tom to
approve Resolution #5. Motion
carried unanimously.
- Asked for discussion of the 2-Web Site
proposals. After review and discussion,
Paul made a motion to accept Mike Clitherow’s proposal, seconded by Bob
C. Motion carried unanimously. Mike was commended for his outstanding
volunteer efforts over the years.
- Asked permission to attend a workshop on Meeting
Management and Minutes. Approved.
- Telephone message from Chuck Herr was copied to the
Supervisors.
- Letter from Clark Hill was copied to the Supervisors.
Open Discussion
- Tom gave a PVRPC update. Mr. Roth would like to have the plan done
by the end of June. September 26th
was tentatively set as a public meeting of all the municipalities.
- Bob C. reported on the last CCMPO meeting. 1. They are aggressively trying to get
bridges repaired and/or rebuilt; 2. A SCCCTS issue keeps being brought up
and he and another CCMPO member keep stopping the issue; and 3. They discussed
the Street Scape program; sidewalks.
There seems to be a lot of money for that type of project but no
money to black top Rte 322 or 45.
Paul said the Supervisors Book had an interesting article about
Liquid Fuels funds and how small their distributions are.
- Bob C. said he attended some DCNR grant sessions
at the PSATS convention, and it seems that the grant requirements for land
acquisition differ from what he and the County had understood.
- At the CCATO convention, Bob C. complained about
the way PSATS handled the delegate voting this year. They cut the Tuesday voting session
short, costing many Townships a lot of extra money to stay overnight
another night, just to finish voting the next morning.
At 8:00 P.M. Chairman Zerby recessed the regular meeting and
opened the worksession.
At 8:22 Chairman Zerby closed the worksession and reconvened
the regular meeting
.
Tom
said he would like to discuss a land acquisition which he believes might have
some legal implications and asked Bob R. if the discussion should be held in
executive session.
At 8:23 Chairman Zerby called an Executive Session on potential
legal issues regarding a land acquisition.

At 8:38 P.M. Chairman Zerby reconvened the regular meeting and adjourned.
