BOARD OF SUPERVISORS

MEETING OF APRIL 4, 2005

 

The first monthly meeting of the Potter Township Board of Supervisors was held on Monday, April 4, 2005 in the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Richard Poorman and Tom Sharer present.  Also attending were Road Superintendent Budd Brooks, Zoning Officer Jeff McClellan, Solicitor Robert Rayman and Secretary Brenda Burd.

 

Also attending were Jerry Krebs, Lynn Dutrow, Joe Hammaker, Bob Jacobs, John Sepp, Sandra Rishel, Alan Decker and Ann Glaser.

 

Chairman Zerby called the meeting to order at 7:00 P.M.

 

Minutes of the March 14, 2005 meeting were approved as presented on a motion by Bob C. and seconded by Rich.  Motion carried unanimously.

 

Citizens Concerns – none

 

Robert Jacobs

  • Bob attended to answer questions about a grant for a possible joint acquisition between Potter Township and Centre Hall Borough for a 160-acre tract of Penn State land.  He found a 50/50 matching DCNR grant that is due April 13th.  A Resolution is required by each Municipality and a current appraisal is required.  Tom suggested we put a road from Route 192 to Route 45 to take traffic pressure out of Centre Hall.  Paul said that would create too much traffic in the S & A development.  The Board had told Penn Terra to put stop signs at every intersection to slow traffic down in the development, why add extra traffic.  Ball fields were suggested but it was pointed out that 160 acres is a lot of land.  
  • If a DCNR grant is used, you must use all the land as recreation.  Splitting the land was discussed.  It was also mentioned that Gregg Township may also be interested in partnering.
  • Paul would like to see the issue put on the ballot for the people of the Township and the Borough to decide since it directly affects the people and it will increase taxes. 
  • The Borough said they cannot apply for a grant alone because the land is in the Township, but they need more water because of development and the increase in sewer plant usage.  Bob J. asked if each Municipality can pay $175,000 if the price is $700,000 and the grant is half.  Bob C. would rather have the land without the confinements of the State because if you get a state grant you must use the land for a park only.  Who would pay the costs of maintaining; the insurance costs; and we would have $200,000 tied up in nothing but park.  They decided a meeting with Penn State would be in order to see what options may be available.  Bob J. said if we apply for a grant now, we can back out later.
  • Paul asked for public comments:  1.  Alan Decker accused some the Board of squeezing the land, of abusing their powers and of not working with the local people and as a result, they now have exactly what they didn’t want.  2.  Ann Glaser said it is important to preserve land as open space.  This is a lot of land for a park, but suggested they apply for the grant and then think about breaking up the acreage and speaking to the valley about their needs.  3.  Sandra agrees with Ann; the land needs some use rather than development.
  • Joe H. asked if Centre Hall should apply for a grant.  Paul suggested the Township and the Borough apply for the grant together since we have the option to back out later.  Bob J. will do the grant paperwork and keep in touch with Bob R.  Monty made a motion for Bob Jacobs to get the grant papers started, seconded by Tom, motion carried unanimously.

 

 

 

John Sepp, Penn Terra

  • Attended to talk to the Supervisors about the Cedar Run Farm development on the Harris/Potter Township line.  He asked about the CCP sewer capacity.  John was told it would help the Township to know how many edu’s they will need and gave him permission to contact Larson Design Group about the new sewer plant design.

 

Zoning Officer’s Report

  • Issued 5 permits in March, of which 3 are towers.
  • He advised the Supervisors Chapter 27 needs codification and asked for authorization to work with the Planning Commission to review the chapter.  Bob C. made a motion to authorize Jeff to work with Planning Commission, seconded by Rich, motion carried unanimously.
  • Bob C. said some farmers have called him about the regulations coming from the State making farmers liable for contaminating neighboring wells.  Bob would like to see a change made that all wells beside an active productive farm should have at least 100’ set backs from the property lines to protect the farmer. 

 

Secretary’s Report

·          The Spring Creek Watershed Commission (SCWC) requested appointments to the Commission.  Rich was the representative but is unable to attend.  Neil Korostoff was appointed as Alternate at his request but no one knows if he has been attending.  No Supervisor can attend a meeting the fourth Tuesday.  I am supposed to ask Neil if he is currently attending these meetings, if he will serve as representative instead of alternate, and if he will report back to the Supervisors on the SCWC meetings.  Ann Glaser volunteered to serve as Alternate.
