BOARD OF SUPERVISORS

MEETING OF MARCH 14, 2005

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday,

March 14, 2005 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Richard Poorman and Tom Sharer present.  Also attending were Road Superintendent Budd Brooks, Solicitor Robert Rayman and Secretary Brenda Burd. 

 

Chairman Zerby called the meeting to order at 7:00 P.M.

 

Minutes of the March 7, 2005 meeting and the Financial Report were approved as presented on a motion by Tom and seconded by Rich.  Motion carried unanimously.

All Bidders had acceptable Bid Bonds.  Rich made a motion to accept HRI’s bid pending Budd’s review and approval, seconded by Tom, motion carried unanimously.

 

Charles Herr, Jr.

·   Chuck asked if the Supervisors had been copied on the DEP letter about a resident.  Yes.

·   Merle Wertz Jr., Centre County Solid Waste Authority Enforcement Officer, reported on a field review he did on a Township residence.  He contacted Chuck about a complaint of raw sewage running in back of this residence.  He also contacted DEP about an area behind this residence where they burned unburnable items.  He gave the Resident a notice to clean it up.

·   Chuck said a certified letter is normally sent to the property owner requesting a site meeting in 10-days of the letter to inspect the property and asked the Supervisors if this is how they want him to proceed.  He was told to proceed as he normally does. 

 

At 7:12 P.M. Chairman Zerby recessed the Regular Meeting for an Executive Session on a potentially legal situation.

 

At 7:33 Chairman Zerby closed the Executive Session and reconvened the Regular Meeting.

 

Planning Commission Report – none

 

Subdivisions

  • John Miknis Mt. View Estates – John was presented with a copy of the Township Planning Commission’s letter to Chairman Zerby at the Chairman’s request.  Paul advised John he needs to satisfy the Planning Commission before proceeding.  John reviewed each line item on the letter with the Supervisors.

Solicitor’s Report

·         Reported that he, Budd and one or two Supervisors will attend a CH-PSA meeting to get a commitment from them on taking over CCP plant.

·         Asked if the Adelphia Public Hearing is established.  Yes, April 11.

·         Reported Bob Jacobs called him about Centre Hall partnering with the Township to buy Penn State land and asked if it is alright to have Bob J. talk with the Boro.  He was told okay and to also ask Gregg Township if they might be interested.

 

Secretary’s Report

·         Presented bills to be paid list for review and approval.

·         Presented HRI’s Bid for signatures.

·         Presented a request from the County Planning Office that we should provide evidence that we have knowledge of a Planning Module for Phase I of Mt. View Estates and to authorize the County’s review and comments.  I should authorize their review, but tell them the Township has no knowledge of a Planning Module for Mt. View Estates.
