BOARD OF SUPERVISORS

MEETING OF FEBRUARY 14, 2005

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday,

February 14, 2005 at 7:00 P.M. at the Township Building, 124 Short Road, Spring Mills, PA with Supervisors Paul Zerby, Bob Corman, Richard Poorman and Tom Sharer present.  Monty Strouse was absent.  Also attending were Road Superintendent Budd Brooks, Solicitor Robert Rayman and Secretary Brenda Burd. 

 

Chairman Zerby called the meeting to order at 7:00 P.M.

 

Minutes of the February 7, 2005 meeting and the Financial Report were approved as presented on a motion by Bob C. and seconded by Rich with the following correction:  under Adelphia Cable Franchise, delete the fifth line about upgrade.  Motion carried unanimously.

 

Citizens Concerns – none

 

Centre Hall Fire Co. – Brian Long

  • Brian presented a bill from their Insurance Company.  Paul made a motion seconded by Rich to pay one premium from General Fund as budgeted.  Motion carried unanimously.
  • Presented the Supervisors with an invitation to the Fire Company’s banquet.
  • Paul asked the status of the committee – they are working on it.
  • Reported the Fire Company escorted a veteran that returned from Iraq, through Centre Hall to the American Legion at the request of the family.

Both had acceptable Bid Bonds.  Bob C. made a motion to accept Whitaker’s bid, seconded by Rich, motion carried unanimously.

All had acceptable Bid Bonds.  Paul made a motion to accept Hanson’s bid, seconded by Bob C., motion carried unanimously.

 

At 7:15 P.M. Chairman Zerby recessed the meeting and opened the Public Hearing on the proposed ordinance for Parks, Open Spaces and Recreation Facilities.

 

At 7:25 P.M. Chairman Zerby closed the Public Hearing and reconvened the regular meeting.

 

Planning Commission Report – Mark Fortney

·         They will discuss the proposed ordinance for Parks, Open Spaces and Recreation Facilities at their next worksession.

Solicitor’s Report

·         He received the Surety papers on Ashford Manor.  They are already requesting a reduction on their Letter of Credit.  Budd said our Engineer has not yet inspected.

·         Reviewed the new Franchise Agreement.  The main difference between this and the one presented in December is the percentage amount option and has a 5-year renewal.

·         John Miller, III requested documentation for Alirry Ridge.  He advised Brenda what to send.

·         The meeting on The Meadows and Country Club Park will be at the Township Building at 4:00 February 16 with Gary Metzger of DEP, the Sewer Authority, Robert Jacobs, Paul Krizan, Bob Miller, Paul, Monty and Budd.

·         He requests an executive session following tonight’s meeting on a potential legal matter.

 

PennDOT – Secretary presented and read a letter from PennDOT at their request to increase public involvement and awareness of their projects.  They propose a bituminous overlay, drainage improvements and guide rail on S.R.0322 with turning lanes at Red Mill Road and Mt. Back Road.  They also plan excavation to lay back the existing slope on the inside of the curve at the S.R. 0322/144 intersection to improve sight distance. 

 

Secretary’s Report

·         Presented bills to be paid list for review and approval.

·         Presented Annual Auditor General Form AG-385 for Chairman’s signature.  Paul signed.

·         Norm Spackman of County 911 addressing, needs the Supervisors to decide whether to keep Ashford Manor Drive for the entrance road to Ashford Manor Subdivision.  Fetterolf Lane was an existing gravel road before Ashford Manor Drive was introduced.  Two residents live on Fetterolf Lane and would have to change their addresses.  Paul made a motion, seconded by Bob C. to keep Ashford Manor Drive for the Subdivision entrance road.  Motion carried unanimously.

·         Centre County Conservation District and County Planning Office will hold a Low Impact Design workshop March 16 at Patton Township

·         CH-PSA renewal of their permit

·         Department of Treasury introducing a web site

·         Memo from Linda Marshall transmitting Jay Sletson’s memo

·         Memo from Linda Marshall transmitting Harry Roth’s memo

·         Ad from Centre County Solid Waste Authority for their May 6 & 7 hazardous waste collection

·         Centre County Emergency Planning Committee asking to help raise money to cover costs of chemical collection for the hazardous waste collection (no response)

 

Road Superintendent’s Report

·         Working on a Dirt and Gravel Grant

·         Plans to open Paving Bids March 14

·         Received County Liquid Fuels Grant money for Shunk Road

·         Received FEMA/PEMA money for Tropical Storm Ivan damages

·         Shut off the water of one Country Club Park resident on February 14

·         Cleaned and painted the grader

 

Paul discussed heat for middle section of the shop.  In addition to heat, the shop would need a ceiling to cover the insulation.

 

Penns Valley Regional Planning Commission – Tom

  • Tom reviewed the Chapter VII information regarding the future of fire companies, paid fire protection, regional parks and the impact of the Grove Farm, and asked for comments on the chapter.  It will be discussed at the next PVRPC meeting.
