BOARD OF SUPERVISORS

MEETING OF AUGUST 9, 2004

 

The second monthly meeting of the Potter Township Board of Supervisors was held on Monday, August 9, 2004 in Township Building #2, 124 Short Road, Spring Mills, PA with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Tom Sharer and Richard Poorman present.  Also attending were Road Superintendent Budd Brooks, Solicitor Robert Rayman and Secretary Brenda Burd. 

 

Chairman Zerby called the meeting to order at 7:01 P.M.

 

Minutes of the August 2, 2004 meeting and the Financial Report were approved as presented on a motion by Rich and seconded by Tom.  Motion carried unanimously.

 

Citizens Concerns – none.

 

Planning Commission Report – by Monty.

·         They reviewed Ashford Manor and Larry Campbell Subdivisions.

 

Subdivisions

·         Eric Lundy of Dana Boob’s office presented the final plan for Ashford Manor for comments and conditional approval.  If the Township does not accept the deed of dedication for the roads the Planning Commission suggested they have a separate road maintenance agreement.  Stan Wallace suggested putting in a clause that in the event the Township does not accept the road dedication the Home Owners Association will agree to maintain the roads.  It was discussed and agreed to include an Ag nuisance disclaimer as suggested by the Planning Commission.

 

Old Business

·         Secretary asked the Board to make a motion to revoke their motion of July 12, 2004 accepting Keystone Inspection Agency’s contract “as changed”.  Monty made that motion, seconded by Paul.  Motion carried unanimously.

·         Secretary asked the Board for another motion to approve Keystone Inspection Agency’s contract “as presented and signed” on August 2, 2004.  Monty made that motion, seconded by Paul.  Motion carried unanimously.

 

Solicitor’s Report

·         Bob asked the status of the County’s UCC Appeals Board.  Rich said he knew they had 12 applicants of which they would like all 12 on the Board so they can draw from a pool.  Bob C. said he understood the same.  The Township has received no confirmation of the County’s UCC Board.

·         Bob wrote a letter to DEP regarding CCP and The Meadows.

·         He received a couple letters from Chuck Herr and suggested no action at this time.

·         He briefly discussed the lady whose property is in both Gregg and Potter Townships.

·         He received a call that the Emery/Yost subdivision is ready to sell some lots but we do not have their signed escrow agreement.  He asked Stan Wallace to talk with Mrs. Yost about the matter.  Bob was advised to follow up with Emery/Yost in writing before this becomes a problem.

 

Secretary’s Report

·         Presented bills to be paid list for approval.

·         Asked to establish Budget worksessions for September 20, 2004 and October 18, 2004.

·         Tom asked when we will have Trick or Treat night.  Saturday, October 30, 2004 was established as long as Centre Hall Borough concurs.

 

 

 

Correspondence

·         Centre County MPO confirmed the appointments of Robert Corman and Jay Sletson as representatives to the CCMPO.

·         PennDOT regarding ITS Workshop in State College August 17, 2004.

·         Centre County Conservation declaring August 8-14, 2004 as “Local Foods Week.”

·         Centre County Solid Waste Authority recyclables report for July 2004.

·         CH-PSA minutes of June 15, 2004 meeting and 2003 Financial Statement.

·         Penna. Housing Research/Resource Center booklet from Rick Hampton.

·         Bob Rayman letter to DEP on CCP/Meadows, copied to Supervisors.

·         Charles Herr letter of conditions to State College Baseball Club, copied to Supervisors.

·         Hazards Mitigation Plan meeting notice for August 18, 2004.

Secretary was asked if we have been receiving Centre Hall Fire Company minutes – no.

 

Road Superintendent’s Report

·         Shunk Road is done except for paving.

·         Budd is getting 3-paving prices for in front of new Shop, Emery Road and Shunk Road.

·         Discussed Tusseyville Road water problems on the S-turns.  He proposes installing French drains along the road to the turn then across the road to an inlet.

·         Asked for suggestions for 2005 Liquid Fuels application due October 1, 2004.  Decker Valley Road was mentioned as a possible.

·         The County will treat mosquito larvae on August 10, 2004 at CCP Treatment Plant.

·         He will be on vacation August 13 – 20, 2004.

Bob C. complimented Budd and his crew for an outstanding job done on Colyer Bridge.

 

Penns Valley Regional Planning Commission – by Rich.

·         Reviewed Chapter IV.  The biggest change was changing “empty” housing to “seasonal” housing.

·         Discussed the Visioning program to be held September 30, 2004.  This is what they envision seeing in 20-30 years.

·         Discussed the County Board of Appeals.

·         Next Chapter will be “Existing Land Use.”

 

New Business – none.
