BOARD OF SUPERVISORS
MEETING OF
The second monthly meeting of
the Potter Township Board of Supervisors was held on Monday, June 14, 2004 in
Township Building #2, 124 Short Road, Spring Mills, PA with Supervisors Paul
Zerby, Monty Strouse, Bob Corman, Tom Sharer and Richard Poorman present. Also attending were
Chairman Zerby called the
meeting to order at
Minutes of the
Citizens Concerns – none.
Planning Commission Report – by Monty.

They reviewed Mt.
View Estates presented by Penn Terra.
Subdivisions
·
John Miknis with Penn
Terra and Carl Bankert with S & A Homes presented Mt. View Estates. Development is expected to come over roughly
a 20-year period in about 8-phases with about 20-25 units built per phase for a
total of about 200 residential units. They
propose using public water and sewer.
Streets will have storm drain, curbing, and sidewalks. They propose a playground and walking area in
a designated space. Discussion followed
on water, sewer, storm drainage, and street and sidewalk widths. A traffic study has been done but results
were not yet received.

Gail Kreger
presented Traband Land Development. Rich
made a motion they approve the plan as is, seconded by Tom, motion carried
unanimously. Plan was signed.
Old Business
– none.
Solicitor’s Report
·
For Park and Ride,
PennDOT wants original signed agreements and original signed Resolutions to
sign the lease. Bob provided these
documents for signatures. Rich made a
motion to sign Resolution #8-2004 authorizing Chairman to sign the Park and
Ride lease, seconded by Paul, motion carried unanimously.

Sent a notice to
the people in violation of the rubbish code but has heard nothing back.
·
Asked if the
Board wants to use the County for Building Code appeals. Bob C. made the motion to use the

Presented bills
to be paid list for review and approval.

you from Penns Valley Penguins Swim Team for Township donation.

paperwork is with Jim Shunk.

Asked Supervisors
what they want to do about the letter received regarding the bridge at Egg
Hill. After discussion, Paul made a
motion the Board does nothing, seconded by Bob C., motion carried
unanimously. Budd was advised to respond
with a letter stating there is no Township violation but the person should call
State Police if a state violation is noticed.

At the May 25th
meeting they reviewed Chapter III.
·
Treasury not yet
fully set up.
·
Next meeting
(June 28th) they will evaluate the Town Hall meeting.
New Business
– none.
Open Discussion
·
Tom talked about
the Park grant application and read a project summary and project description
that he drafted. Bob C. made a motion
for Paul to sign the application after being reviewed by Bob R., Budd and Paul,
seconded by Tom, motion carried unanimously.

Paul asked Tom
about the logo. Kate has everything she
needs. The Board needs to set up a
committee.

Bob C. asked
about a bill on the bills to be paid list.
·
Tom asked what PennDOT
is mowing with this year.
·
Jeff Kreger stopped
in to ask about the Traband plan and he was told it was signed.
