BOARD OF SUPERVISORS
MEETING OF
The second monthly meeting of the Potter Township Board of
Supervisors was held on Monday, May 10, 2004 in Township Building #2, 124 Short
Road, Spring Mills, PA with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Tom
Sharer and Richard Poorman present. Also
attending were
Chairman Zerby called the meeting to order at
Minutes of the
Citizens Concerns – none.
Planning Commission Report – by Monty.

They worked on the Well Ordinance and Mark
Ralston’s report.
Subdivisions – none.
Old Business
·
Steven Lyncha and Adam Zahniser of HRG were present. Tom met with them last week about the
Township park project. They presented a
proposal to the Supervisors to do a site plan for the park to be included with the
DCNR submittal for grant money to do a master plan and/or property
acquisition. Discussion followed. Tom will pursue discussions with Lori of
DCNR.
Solicitor’s Report
·
Township needs names for the Board of Appeals for
the Uniform Construction Code by the July 1st effective date. The County and COG were suggested. Tom suggested asking Greg Mussi if they would
provide support. Bob C. was asked to inquire
at the County level if something is in place.
· He drafted two amendments to zoning. One is public/private schools in Ag district with public hearing coming up in June and the other is PCI district set-backs.
· Tim Geible of PennDOT called Bob about the American Legion’s review of the Park and Ride agreement.
· He and Jeff investigated the junk and trash complaint the Township received. He advised Jeff to send the residents a notice.

Presented a DCNR book called “Growing Greener” that
he advised the Secretary to acquire for the Supervisors and Planning Commission.
Secretary’s Report
·
Presented bills to be paid list for review and
approval.
Correspondence
·
HRG letter on Emery final inspection.
·
Centre County Solid Waste Authority recyclables
for April 2004.
·
Copy of a letter from Centre County Conservation
to Louise Neff.

Copy of a letter from Centre County Conservation
to Tom Gilmore.
Road Superintendent’s Report
·
He will have the Secretary review the minutes
for

He has a meeting with Centre County Conservation
in
· Will attend a half-day seminar May 27 on Road Risks.
· There was no road side clean-up this year.
· The District Justice is offering community service which Budd is considering.
· Paving will probably be the week of May 24.
· Letters will be sent to a couple people who are still burning brush and leaves in the Township Right-of-Way.
·
Received a letter from Kerry Benninghoff about
grant money. Bob R. pointed out the real
issue is when can we get the balance of the money.
·
At April 26th meeting, they had final discussion
on Chapters 1 and 2, and discussed
how to handle Town Hall meeting on May 12th.
·
Asked for comments to Chapter 3.
·
Rich is unable to attend May 12 Town meeting.
·
At May 24 meeting they will evaluate the May 12
meeting.
New Business

Open Discussion
·
Tom talked about the Park issue. Other than Millheim having a pool,
·
Bob C. asked if Centre Hall is moving along with
the water tank. It appears they are.
·
Bob C. asked if they are doing anything about
subdivision roads – a road making a loop instead of cul de sacs. Planning Commission is working on.
·
Monty said a zoning change needs to be done regarding
the last Bonetti lot division.
·
Cul de sacs were discussed. Brooks Harris is interested in working up
some regulations for Township review.
