BOARD OF SUPERVISORS
MEETING OF
The second monthly meeting of the Potter Township Board of
Supervisors was held on Monday, April 12, 2004 in Township Building #2, 124
Short Road, Spring Mills, PA with Supervisors Paul Zerby, Monty Strouse, Bob
Corman, Tom Sharer and Richard Poorman present. Also attending were
Chairman Zerby called the meeting to order at

Citizens Concerns – none.
John Zerby
·
John attended the meeting because he heard that horses
have been discussed at several meetings.
He also heard that only so many horses will be allowed per acre. He asked if complaints had been lodged or for
what reason horses are being discussed. Supervisors
told John that Jeff only mentioned horses as an observation. They advised him horses were mentioned at only
one meeting because there are a lot of horses coming into the Township, some on
small pieces of land and they do not want it to become an issue. They also advised John that no action could
be taken without a public hearing.
Christ Beiler
· Presented a letter requesting a zoning change to allow for a one room private school in Ag district. The Township needs to have a Public Hearing followed by a Conditional Use Hearing.

Tom Siegenthaler stated he understands the State
is in the process of applying nutrient management and believes livestock owners
should group and look at the laws before they become law.
Planning Commission
Report – by Monty.
·
Gave conditional approval on Ashford Manor with
one signature.
·
Have Half Moon Township’s Well Ordinance to
review.
·
Began review of Mark Ralston’s water report.
·
Began review of Subdivision Roads/Township
Roads.
Subdivisions
·
Stan Wallace presented Ashford Manor plan for
conditional approval. All concerns have
been addressed. Bob R. advised Stan the
Notary stamp on the plan is not readable.
Bob C. made a motion for conditional approval, seconded by Rich, motion
carried unanimously. Chairman signed.
Solicitor’s Report
·
Township has several tax appeals, all on hold
status.
·
Presented draft Resolution to set up Appeals
Board and for filing appeals for UCC. The
Board of Appeals criteria calls for someone in the construction field; a contractor,
architect, engineer or certified inspector, but they do not have to be a
Township resident. Bob R. suggested a
3-year staggered term for the board. Monty
said Centre Hall Borough will contact the Township about joining the Township Code
Inspection and the Appeals Board. Ray
Hankinson, a Centre Hall Planning Commission member and a site inspector, attended
the meeting. Discussion followed.

As for the zoning request presented tonight
(Beiler), he will try to have paperwork ready for May, Public Hearing in June, Conditional
Use Hearing in July.
Secretary’s Report
·
Presented bills to be paid list for review and
approval.
Correspondence
·
Penns Valley Penguins (swim team) request
donation. Bob C. made a motion to pay
them the budgeted $100 donation, seconded by Tom, motion carried with Monty
abstaining.
·
Centre County Solid Waste Authority monthly
recyclables for March 2004.
·
Centre Hall Fire Company dropped off a letter
requesting 2004 Carnival prize donations.
Monty made a motion, seconded by Bob C. to buy two $50 Savings Bonds for
Fire Co. prizes, motion carried unanimously.
·

letter to Smith-Pletcher.

HRG on State College Baseball Club plan review.

DEP on Traband which I copied to Jeff for
response.

PVRPC would like all member Townships to contribute
$50 every six months for advertising in the Grape Vine. Discussed funds. Paul made a motion to pay PVRPC $50 every six
months to advertise, seconded by Tom, motion carried unanimously.

April’s meeting will be on Natural and Cultural Features.
·
PVRPC reviewed Chapter 2. Chapters 1 and 2 were given to the
Supervisors for review and comments. No
comments.
