The first monthly meeting of
the Potter Township Board of Supervisors was held on

Secretary’s Report

Presented revised Planning Module pages from Larson Group for The Meadows.
Planning Module was approved at March 8
meeting and needs signed. Also presented
Resolution #7-2004 to be passed as part of same Planning Module. Paul made the motion to pass Resolution
#7-2004 seconded by Monty, motion carried unanimously.
·
A former resident of Centre Hall Associates requested a refund of 2003
Real Estate Taxes which he paid in April 2003, then moved from the Township
June 2003. Bob R. said generally they
are prorated at the time of the sale.
The Township has no procedure to reimburse real estate taxes.

Supervisors were given PVRPC Draft Comprehensive Plan Chapter 1 and
Chapter 2 to review for discussion at April 12 meeting.

Resolution #6-2004
·
The effective date for Ordinance #1-2004 and enforcement of the Building
Code will be

The Township appoints Keystone Inspection Agency as building code
inspector for enforcement. Paul made a
motion to pass Resolution #6-2004, seconded by Tom, motion carried unanimously.
Open Discussion

Jeff presented Permit Report for March 2004.
·
Jeff mentioned a road bond issue. Discussion
followed. Paul made a motion the Township
does not accept roads until completion of the development, which died for lack
of a second. Further discussion followed
until it was tabled for a future work session.
·
Budd had a request from a group that wants to have a 5-mile relay in
Colyer and close the roads for about 1-1/4 hours for the relay. It would benefit the SPCA. Request was denied because the roads they
want to close are too busy and would otherwise be too dangerous.

Budd reported he located traffic counters for the intersections that were
requested by George Khoury.

Budd received a letter from PennDOT with anticipated road repairs for
Route 322 from Potters Mills to
·
Budd would like to get a Newsletter out about the bridge project in
Colyer and asked for other comments.

Township is continuing discussions on Route 322 improvements. 3. PVRPC meeting May 12 and a referral to PVRPC

Jeff reported a problem he has from a previous Zoning Officer. A temporary permit ran much longer than
allowed. Bob R. said 21 days is the
maximum and the problem never should have happened.

Monty asked if the Supervisors would approve paying a quarterly insurance
premium for the Fire Company. The amount
is $2,833 and is in the General Fund budget.
Rich made a motion to approve payment, seconded by Bob C., motion
carried unanimously.

Monty asked for approval to reimburse the Fire Company for repair
bills. The amount is in the budget. After discussion, Monty made a motion to reimburse
the Fire Company for three bills totaling $1,125.20, seconded by Tom, motion
carried unanimously.

Tom reported he attended the last Home Association meeting and offered suggestions
to their proposed land use.
