BOARD OF SUPERVISORS
MEETING OF
The second monthly meeting of
the Potter Township Board of Supervisors was held on
Chairman Zerby called the
meeting to order at
Minutes of the February 2,
2004 meeting and the Financial Report were approved as presented, on a motion
by Rich, seconded by Bob C., motion carried unanimously.
Citizens Concerns – none.
Opening of Material Bids

Emulsion Eastern Industries Whitaker Roads
Delivered
& applied 1.03/gal. 0.79/gal.
They both had acceptable Bid Bonds. Bob C. made a motion to accept Whitaker’s
bid, seconded by Rich, motion carried unanimously.

They all had acceptable Bid Bonds. Monty made a motion to accept Hanson’s bid,
seconded by Rich, motion carried unanimously.
Planning Commission Report – none.
Zoning Officer’s Report – none.
The Meadows Psychiatric Center
·
Bob Miller was
present to ask what direction the Supervisors would like The Meadows to go, so
they can get construction started. He asked
the Township for authorization to proceed with forced main and their updated planning
submittal. He asked for a letter from the
Township approving preparation of the Planning Module to connect to CH-PSA with
the line sized to handle the Meadows and CCP. Paul made a motion for The Meadows to proceed
with the Planning Module and design the sewer with the capacity to handle CCP,
seconded by Monty, motion carried unanimously.
Subdivisions
·
Stan Wallace
presented the revised Planning Module for Ashford Manor Subdivision to
accommodate 35 lots instead of 32 as previously presented. The Secretary was asked to put a note in the
minutes that the Township has a variable Right-Of-Way along the R. Homan
property, Plan location L24. Monty made
a motion to sign the revised Planning Module and Resolution, seconded by Paul,
motion carried unanimously. The
Secretary signed the Planning Module and Resolution #2-2004. Stan told Budd he has a letter from the
property owner whose shrubs obstruct the site distance that the shrubs will be
removed.
Old Business – none.
Solicitor’s Report
·
Bob asked Budd if
he has spoken with Rep. Benninghoff about CCP. Not yet.
·
He received 3-tax
appeals, all from the same company. He will review.
·
Asked the Supervisors
about the Lighting Ordinance. Discussion
followed.
·
The Building Code
Ordinance needs to be in effect before the Township can hire anyone. The Ordinance is scheduled for adoption
·
On Park and Ride,
he is still waiting on the State. They
agreed verbally on changes.
Secretary’s Report
·
Presented bills
to be paid list for review and approval.
·
Advised the
Supervisors that Mark Ralston will serve on the CH-PSA to replace Jeff McClellan. Bob C. made a motion to appoint Mark R. to
the sewer authority, seconded by Rich, motion carried unanimously.
·
Advised the
Supervisors that all five (5) persons from the previous Ag Security Area
Advisory Committee consented to serve again.
Monty made a motion to reappoint all five (Sam Grove, Harry Wasson,
Richard Barton, Carl Homan, and John Ishler) seconded by Bob C., motion carried
unanimously.
·
Presented a letter
from Penn Terra inviting comments be sent to DEP within 30-days regarding the
Grove Farm.

Road Superintendent’s Report
·
Received a letter
from DEP thanking us for completing the 6-month special Surface Water Influence
Plan test at CCP and announced they will do independent testing looking for
surface water.
·
Bob Corman passed
along a commendation he received for the road crew for a job exceptionally well
done.
New Business
·
Dennis Huber was
present because he bought a property and would like to change his driveway
location. He has been told he cannot
change his driveway. Bob R. told him
this is a plan approved a long time ago and the time of appeal is over. The Supervisors have no power to change a
plan. Mr. Huber would need to draw up a
new land development plan and re-submit it to the County but suggested he speak
with Mr. Burwell before spending a lot of money drawing up new plans.
