BOARD OF SUPERVISORS

MEETING OF JANUARY 5, 2004

 

The annual reorganization and first regular monthly meeting of the Potter Township Board of Supervisors was held on Monday, January 5, 2004 in Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Tom Sharer and Rich Poorman present.  Also attending were Road Superintendent Budd Brooks, Solicitor Robert Rayman and Secretary Brenda Burd.

 

Chairman Zerby called the meeting to order at 6:57 P.M. and turned the meeting over to Solicitor Rayman for reorganization.  Bob R. asked for nominations for Chairman of the Board.  Rich nominated Paul Zerby, seconded by Bob C.  Bob R. asked if there were any other nominations and hearing none he called for a vote.  Motion carried unanimously.  Bob R. turned the meeting over to Chairman Zerby.  Tom made a motion to reappoint everyone on the appointment list, from Vice Chairman Strouse through the meeting dates and time, seconded by Rich, motion carried unanimously.  Results of the reorganization are:

            Secretary/Treasurer – Brenda Burd

            Road Superintendent – Budd Brooks

            Solicitor – Robert Rayman

            Earned Income Tax Collector – Brenda Hile

            Sewage Enforcement Officer (SEO) – Charles Herr, Jr. with fee schedule

                        SEO 1st Alternate – Pam Winter

                        SEO 2nd Alternate – Stanley Wallace

            Certified Public Accountant – Parente Randolph

            Bank (checking and savings) – Omega Bank

            Engineer – Herbert, Rowland & Grubic (HRG) with fee schedule

                        Engineer Alternate – Franson Engineering

            Zoning Hearing Board (5-year term) – William Pyle

            Zoning Hearing Board (5-year term) – Dennis Grove

            Zoning Hearing Board (5-year term) – John Zerby

            Zoning Hearing Board (5-year term) – John Smith

            Zoning Hearing Board (until 12/31/06) – Margery Ludwig

            Zoning Hearing Board Alternate (until 12/31/06) – Mike Clitherow

            Zoning Hearing Board Solicitor – James Rayback

            Planning Commission (4-year term) – Barbara Coopey

            Vacancy Board – Bob Foust

            Meeting dates and time – 1st and 2nd Monday of each month at 7:00 P.M.

 

Discussion followed regarding hiring a Code Enforcement Officer and delineating job descriptions for Code Enforcement and Zoning.

           

Minutes of the December 8, 2003 meeting were approved as presented on a motion by Bob C. and seconded by Rich.  Motion carried unanimously.  

 

Citizens Concerns – none.

 

Mark Ralston presented a preliminary report on the water study he conducted.

 

Secretary

·        Asked approval of mileage reimbursement rate for 2004 at $0.375 per mile as set forth by the Internal Revenue Service.  Tom made the motion, seconded by Bob C. to approve $0.375 per mile reimbursement for 2004.  Motion carried unanimously.

·        Presented a thank you letter addressed to Amy Grove for the Supervisors to sign.

·        Handed out copies of PSATS annual convention registration form.

·        Presented Municipal Response Request for the Anne VanderVelden Subdivision.  Tom made a motion “no comment”, seconded by Rich, motion carried unanimously and the request was signed.

 

There was discussion on Mr. Campbell’s request for a letter from the Supervisors regarding a PA DOT Highway Occupancy Permit for his driveway on Upper Georges Valley Road.

 

Open Discussion

·        Bob C. reported that because of the lack of funds flowing from the Commonwealth, the County probably will not purchase any farms in 2004.

·        Tom shared a couple lines from the Nittany Valley Comprehensive Plan on how the region should possibly view agriculture land.

·        At 7:53 P.M. Chairman Zerby adjourned the regular meeting.
