BOARD OF SUPERVISORS
MEETING OF
The second monthly meeting of the Potter Township Board of Supervisors was held on Monday, August 11, 2003 in Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Bob Corman, Richard Poorman and Tom Sharer present. Also attending were Zoning Officer Jeff McClellan, Solicitor Robert Rayman, Road Superintendent Budd Brooks, and Secretary Brenda Burd.
Chairman Zerby called the meeting to order at 7:00 P.M.
Minutes of the August 4, 2003 meeting and the Financial Report were accepted as presented, on a motion by Bob C. and seconded by Rich. Motion carried unanimously.
Citizens Concerns – none.
Planning Commission Report – none.
Zoning Officer’s Report
· Presented July’s permit report.

Presented amended zoning map for signatures.
Subdivisions
· Stan Wallace presented Decker Valley Estates. The Planning Commission gave conditional approval and one signature. Paul made the motion, seconded by Bob C., that the Board gives conditional approval and one signature. Motion carried unanimously. Chairman signed the plan.
Old Business – none.
Solicitor’s Report
· Today, August 11 is the last day for Rallis to file an appeal.
· Mike Clitherow is putting together an agreement for Bob to review.
· The Meadows has responded to the County’s comments, but not yet to our comments.
· On Park and Ride, waiting for response on liability issue.
· Tom, DCNR and Penn State officials met regarding Penn State land. We need to establish a Parks and Recs committee in which a Supervisor should Chair. Tom said we were told to get another appraisal. It is still a possibility for this to turn into a Penns Valley Parks and Recs with the whole valley. Community support is needed
· Bob R. advised the Supervisors to have work sessions after the first meeting of every month.
Secretary’s Report
· Presented bills to be paid list for review and approval.
· Asked if September 15 and October 20 were acceptable dates for budget work sessions.
· Asked if they had any comments to the response to Linda Marshall regarding Penns Valley Multi-Municipal (PVMM). Ok.
· Asked for comments regarding the addition of Dave Henning as a representative and Barb Coopey as an alternate, and asked if they want to appoint an alternate on PVMM Jt. Planning. Tom Sharer will be alternate.

· Centre County Planning Office (CCPO) PVMM agenda for August 18 meeting.

Road Superintendent’s Report
· Weather permitting they will oil and chip next week (week of August 18).

Reported we need spouting on building #1
addition in order to obtain an occupancy permit. Budd was told to call Ron Johnson
Construction.

· Paul gave an update on the last SCCCTS meeting.
Adjourn
· At 7:38 P.M. Chairman Zerby recessed the meeting for an executive session on personnel. At 8:00 P.M. Chairman Zerby reopened and adjourned the regular meeting.
