POTTER TOWNSHIP

BOARD OF SUPERVISORS

MEETING OF JULY 7, 2003

 

The first monthly meeting of the Potter Township Board of Supervisors was held on Monday, July 7, 2003 in Township Building #2 with Supervisors Paul Zerby, Monty Strouse, Richard Poorman and Tom Sharer present.  Also attending were Secretary Brenda Burd and Solicitor Robert Rayman.  Bob C. and Budd Brooks were absent.

 

Chairman Zerby called the meeting to order at 6:59 P.M.

 

Minutes of the June 9, 2003 meeting were accepted as presented, on a motion by Rich and seconded by Tom.  Motion carried unanimously.  

 

Citizens Concerns – none.

 

Lt. Jeffrey S. Watson, PA State Police was in attendance.  He presented incident statistics reports for Potter Township for 2002 and 2003.  He announced his selection to replace Trooper Montressor.  Trooper Benjamin Clark will be the Potter Township Community Policing Officer.

 

Subdivisions

·        Stan Wallace presented Decker Valley Estates Planning Module, Component II.  Paul made a motion to approve Component II Planning Module, seconded by Rich.  Motion carried unanimously.  Stan also asked the Board to adopt a resolution as part of the Component II.  Paul made a motion to pass a Resolution to Plan Revision for New Land Development, seconded by Monty.  Motion carried unanimously.  The Chairman signed the Planning Module and the Secretary assigned Resolution #5-2003 and signed the Planning Module.

·        Fred Henry presented the Scott, Steven and Harold Wolfe Component I Planning Module.  Paul made a motion to approve Component I Planning Module, seconded by Rich.  Motion carried unanimously.  The Chairman signed the Planning Module; Zoning Officer still needs to sign.

·        Fred Henry presented the Kathy Confer Planning Module.  There are several easements involved, they are doing 2-lot subdivisions, common access Right-Of-Way into the 2-lots and a Planning Module for the 2-lots in which both will be over 10 acres in size.  Tom made a motion to approve the Planning Module, seconded by Paul.  Motion carried unanimously.  The Chairman signed the Planning Module; Zoning Officer still needs to sign.  Fred was advised to work on the encroachment.

 

Old Business

·         The Meadows Sewage Facilities Planning Module was presented.  The Planning Commission discussed it at their July 1st meeting and completed two Forms 4A.  It is due to DEP by July 20, 2003.  Bob Jacobs has presented his comments.  A resolution within requires Supervisors approval by motion.  Discussion followed.  Bob R. said DEP was initially responsive to sending The Meadows discharge to Country Club Park (CCP) but now they say it is not feasible.  The question was asked why The Meadows has not done a feasibility study to go both ways.  Potter Twp. has not done a study to see if it is a feasible option to go to CCP.  Bob R. was asked to talk with the Township Engineer by next meeting.

 

 

 

Secretary’s Report

·        Received a phone call from WRSC radio asking if Potter Township might offer a reward for the return of the stolen Egg Hill Church bell.  With State Trooper Watson being present, he offered to talk to Crime Stoppers who offer rewards.

 

Correspondence

·        Thank you from Centre Hall Library for the donation.

·        Letter from Bob Booz of Let’s C.O.O.P.E.R.A.T.E.

·        Centre County Planning Office for Penns Valley Multi-Municipal (PVMM) Representation/Draft Bylaws and Ordinance.

·        Centre County Planning Office for PVMM Consultant Selection.

·        Centre County Planning Office Comprehensive Plan Update, report for June 2003.

·        Centre County Association of Township Officials on John Auman Leadership and Bob Donaldson Planning Award applications. Nominations are due to the Association by July 15.

·        Potter Township Planning Commission minutes of June 3, 2003.

·        Centre County Solid Waste Authority monthly recyclables for May 2003.

·        Centre County Local Emergency Planning Committee will be conducting a study on SR 322 near Penn Nursery July 14.

 

The Secretary gave the Supervisors the water study update proposal and asked if they would like to review it for action at July 14 meeting.  They will review it for action at July 14 meeting.

 

New Business

·        On Penns Valley Multi-Municipal Representation, Tom reported Richard Poorman is representative for the Supervisors and Craig Weidensaul is representative for the Planning Commission.  Bob R. offered comments to the By-Laws Draft.  Further discussion and decisions will be at July 14 meeting. 

Open Discussion

·        Tom asked if now would be a good time to have PA DOT here for a work session.  They agreed and asked the Secretary to call George Khoury.

·        Tom said the new road proposals should be narrowed down to three by this fall and down to one by spring 2004.  Monty expressed his concern that they talk with Ag Security before a final decision is made.

·        Tom told Bob R. he has been unable to reach the Penn State person to establish a meeting with DCNR.  He also said the inter-government group has also become aware that there is no land available for recreation in this area.

 

Adjourn

·        At 8:23 P.M. Chairman Zerby recessed the regular meeting for an executive session on personnel.  At 9:00 P.M. the regular meeting was reopened and closed.
