BOARD OF SUPERVISORS
MEETING OF
The second monthly meeting of the Potter Township Board of
Supervisors was held on
Vice Chairman Strouse called the meeting to order at
Minutes of the
Citizens Concerns
· Ann Glaser has a highway concern. She said she attended the last MPO meeting and Tom Zilla will be sending questionnaires for Township input of projects they would like to see on the next improvement plan and asked the Township to consider interim safety measures for Route 322 considering the high number of accidents. Bob C. said a lot of improvements have already been made and he knows of improvements on the list yet to be made, but the Township and PA DOT need to discuss these improvements. Ann said the citizens will back the Township. A lot of the accidents are in the straight section of highway in front of the Harley Shop. Wanda White expressed concern that school buses must travel Route 322. The Township put blinking signs at a couple blind spots. Bob Booz told the Board that Tom Zilla said the MPO needs input from the Township to do their next long range planning and Bob B. also said he knows of some other things that are very effective safety measures in PA and he would be glad to provide them to the Township. He also heard there could be some moneys available from the state and federal government. Bob C. said every year MPO asks for our recommendations and every year we respond and if Bob B. has some input we would welcome it.

Ron Murphy asked if the Township has given any consideration
to guard rail on
Planning Commission’s Report-given by Monty
· They reviewed a couple Minor plans that were sent to the County with ‘no comments’. Both Jake Tanis and Dave Henning attended and they talked with them.
Zoning Officer’s Report
· Jeff presented Permit Reports for May 2003 and for the year end (July 2002-June 2003).
Solicitor’s Report-read by Budd Brooks

Mike Clitherow’s written request stating his reason
for waiver must be given to our Engineer for comments.
·
DCED supported a proposal that would have one
tax collector county-wide for Earned Income Tax for schools districts. Earned Income Tax collection for Municipalities
has not been addressed.
·
On Park and Ride, a meeting is scheduled for
Thursday, June 12 with Ken Giebel to go over the state’s comment on lease and
cooperative agreement.
Old Business
·
Tom received an E-mail from Lori of DCNR
regarding generating a meeting with DCNR and
·
Tom said there is an inter-government meeting
June18, 2003.
Secretary’s Report
· Presented bills to be paid list for review and approval.
· Presented a letter for Monty’s signature to Centre County Planning Office of Potter Township’s support for the Penns Valley Multi-Municipal Plan and advised the Board that Resolution #1-2003 is exactly what the County wants to see.
· Advised the Board the Township has not received minutes from the Fire Co. since August 2002 and has not received a financial report at the end of the year. Monty will talk to Jack.
· Advised the Board Allan Darr called the on June 9 to cancel the Planning Commission Workshop scheduled for June 24.

Road Superintendent’s Report
· The building is progressing; the concrete floor will be poured Thursday, June 12.

Open Discussion
· Tom asked if letters were sent to update Country Club Park residents. Budd said residents were informed the tests would be performed but there is nothing to update.

Bob C. asked Budd if he has plans to pull the old
tanks out. Budd responded once the bank
account is built up.

Tom asked Budd if there is an update on the
Mechanical work and Budd said he will have to call them.
