BOARD OF SUPERVISORS

MEETING OF FEBRUARY 3, 2003

 

The first monthly meeting of the Potter Township Board of Supervisors was held on Monday, February 3, 2003 in Township Building #2 with Supervisors Monty Strouse, Robert Corman, Richard Poorman and Tom Sharer present.  Also attending were Solicitor Bob Rayman, Road Superintendent Budd Brooks and Secretary Brenda Burd.  Paul Zerby was absent.

 

Vice Chairman Strouse called the meeting to order at 6:59 P.M.

 

Minutes of the January 13, 2003 meeting were approved, on a motion by Rich and seconded by Tom. Motion carried unanimously.  

 

Citizens Concerns – none.

 

Old Business

·         Appointment of sewer authority member - Bob C. made a motion to appoint Jeff McClellan, seconded by Rich, motion carried unanimously.  Tom asked if there were two Township people appointed. He was told yes, Tom Kuhlman is the other representative.

·        Appointment to replace Ann Glaser as alternate on SCCCTS (South Central Centre County Transportation Study) was tabled on a motion by Tom, seconded by Bob C.  Motion carried unanimously.

 

Secretary’s Report

·        Advised the Supervisors about a training session in Pleasant Gap that I would like to attend.  The Supervisors approved and said they will pay for the training session.

 

Correspondence

·        Senator Corman about a town meeting.

·        PA Environmental Council about a seminar.

 

Denny Fetterolf and Kathy Confer

·        Asked about the zoning of a neighboring farm – how they find out what it is zoned and how to get it rezoned if necessary.  Bob R. responded they need to ask the Zoning Officer.  If rezoning is an issue, put their intent in writing to the Zoning Officer, if response is negative, they can appeal to the Zoning Hearing Board, and then they could appeal to the Supervisors.

 

Road Superintendent’s Report

·        On Country Club Park, Dept. of Environmental Protection inspected, passed and lifted the boil water.

·        Amy Grove asked how expensive the Surface Water Influence Monitoring Plan equipment is and Budd responded it’s about $4,000.

 

New Business

·        Bob R. presented Tallon Deed to Secretary.

·        Bob R. said a representative of Bonetti Subdivision will be at Feb. 10 meeting with regards to the Pond issue.  Mease is willing to enter into an indemnification agreement with the Township, Planning Commission, and County.  Bob C. said there is also an issue over the need to clear a fence row on the right-of-way clearance on another road and Fred Henry was told this issue must be addressed before the plans would be signed.

·        Bob R. and Tom met with Penn State about the land and Penn State favors selling the land to Potter Twp. contingent upon our receiving grant money.  Rich made a motion to continue with the land purchase procedure, seconded by Monty, motion carried unanimously.

·        Tom reviewed the recent Penns Valley Multi-Municipal meeting.  Joanne Shafer, Centre County Solid Waste Authority spoke about recycling efforts and she is looking at a common carrier for the Township.  She will look into the possibility of placing a mixed paper container (magazines) in the Township.  Stan Lembeck would also like to provide a training session for the planning commissions and get all municipalities involved.  Bob Jacobs said funds are available for townships with hardships.  April 15, 22, and 29, 2003 meeting dates were established for Municipal Planning Code review and a Comprehensive Plan for Penns Valley.  Tom distributed a sample Resolution for the Supervisors to review and hopefully adopt for Potter Twp. at the February 10, 2003 meeting.

·        Tom spoke with Bob Jacobs about the land studies grant and Bob J. told him there is no extension to the grant but he will provide a list of contractors.

·        Tom asked permission to proceed with obtaining grant money for the Penn State land.  Bob R. suggested Tom contact the DCNR representative and invite her to our March 3, 2003 meeting.

·        Garth Benton asked what the Township plans are for this Penn State land.  Tom said plans are not yet clearly defined, but it will involve recreation (park, ball field, soccer field, walking path).

 

Open Discussion

·        Tom asked when the public hearing will be - Mon. February 10, 2003 we will have two public hearings.

  • At 7:30 P.M. Bob C. made a motion to adjourn, seconded by Rich, motion carried unanimously.  Meeting adjourned.
