Zoning Officer’s Report
· Jeff presented Dec. 2002 Building Permit Report.
Subdivisions
· Fred Henry presented the Bonetti Subdivision. There is still a concern with Pond #2. After discussion, Paul made a motion, seconded by Tom, to conditionally approve Bonetti Subdivision upon two conditions: Our new engineer HRG review and approve Pond #2 and the Township Planning Commission signs the plan. Motion carried unanimously.

Solicitor’s Report
· Rallis Driveway pretrial conference was held and additional testimony was denied.
· In the Kissinger airstrip appeal, Bob R. was advised that the individual will appeal no further.
· He asked the status of the Tallon property. The deed was recorded and the County will place the deed in Bob’s box at the Recorder’s office.
·
He asked the status of the letter regarding the
land study grant. We are in the process
of getting Centre Hall’s signature.
Secretary’s Report
· Presented bills to be paid list for review and approval.
· Presented thank you letter addressed to Garth Brown for Paul to sign.
· Advised the Supervisors we have not been receiving Centre Hall Fire Co. minutes.
· Advised the Supervisors that I called Jim Castleberry and left a message for him to return the call.
Correspondence
· Potter Township Planning Commission minutes for Oct., Nov. and Dec 2002.
· Centre County Solid Waste Authority Monthly recyclables report for Dec. 2002.

· Sandra Rishel asked:
1. Will signs be placed on properties to be rezoned? Bob R. replied yes. Where will the signs be placed since the properties to be rezoned are mostly away from the road? Bob R. replied we are only required to put notice on the property itself and we advertise the public hearing in the paper.
2. On a rezoning issue years ago letters were sent to many people surrounding the rezoned area, will this be done for this proposed rezoning? No, but notices were sent to owners of the proposed rezoned properties.
3. On the night of the Public Hearing will a zoning map and a wellhead protection overlay be available? Yes.
· Mike Clitherow said he thinks this proposed zoning change was well thought out but might we be setting a precedence that would allow people adjacent to a zoning district, to ask Supervisors to contemplate rezoning. Bob R. said people can always ask but the courts say it is a legislative decision.
· Tom asked Bob R. if we need to hire a professional firm to work on the Comprehensive Plan. Bob R. replied yes and he expects Bob Jacobs to provide a list of professional firms.

Tom mentioned a letter from Dept. of Public
Safety about meetings that are required for county, municipal and Emergency
Operations people and asked Monty if Willard Muthersbaugh is still Emergency
Management Coordinator. Monty believes
he is.
